LD756 An Act Creating and Sustaining Jobs Through the Development of Cooperatives and Employee-owned Businesses by Providing Tax Deductions for Certain Qualified Business Activities This bill does the following to support employee-owned businesses and cooperatives. 1. It excludes from Maine income tax the amount of gain, up to a maximum of $750,000, recognized by a business owner in transferring the business to an employee stock ownership plan, eligible worker-owned cooperative, consumer cooperative or agricultural producer cooperative. 2. It excludes from Maine income tax interest from loans that finance transfers of ownership from a business to an employee stock ownership plan, eligible worker-owned cooperative, consumer cooperative or agricultural producer cooperative and allows financial institutions subject to the franchise tax to subtract from Maine net income an amount equal to the interest received during the taxable year with respect to a qualified business acquisition loan. 3. It requires the Department of Economic and Community Development, Office of Business Development to contract with a nonprofit economic development organization with relevant expertise to develop and manage the Maine Employee Ownership Center to provide information and programs to assist businesses in the transition to employee or cooperative ownership. 4. It specifies performance measures that the Office of Program Evaluation and Government Accountability, the Government Oversight Committee and the joint standing committee of the Legislature having jurisdiction over taxation matters must consider in developing evaluation parameters to perform the review of the deductions provided under this bill as required by the Maine Revised Statutes, Title 3, chapter 37. LD496 An Act Regarding the Issuance of Silver Alerts This bill amends the provisions of law governing the Silver Alert Program to clarify that a person reported missing from a group home, mental hospital, psychiatric ward or other facility or division of a facility providing inpatient mental health services in the State is automatically considered a missing endangered person and a Silver Alert must be issued for that person. The bill requires that Silver Alerts be issued immediately to all police departments statewide and to all hospitals, homeless shelters, soup kitchens and public libraries in the State within 24 hours. When a person who is the subject of a Silver Alert is not located, the alert must be reissued after 2 weeks and every 2 weeks thereafter. Passed

LD1424 An Act to Authorize a General Fund Bond Issue for Investment in Workforce Housing and Raise Certain Income Eligibility Limits in the Affordable Homeownership Program The funds provided by the bond issue in Part A, in the amount of $10,000,000, will be used by the Maine State Housing Authority to finance workforce housing in the State's opportunity zones through its Affordable Homeownership Program. LD1740 An Act to Establish the Science, Technology, Engineering, Arts and Mathematics Education Matching Grant Program This bill establishes the Science, Technology, Engineering, Arts and Mathematics Education Matching Grant Program within the Department of Education to provide grant funding to schools, museums and other entities that apply to support programs that offer hands-on learning experiences in science, technology, engineering, the arts and mathematics for students in this State in kindergarten to grade 12. Applicants for the grant program are required to demonstrate ability to provide matching funds in the amount of 33% of the grant requested. The bill provides methods by which the matching fund requirement can be satisfied and outlines the types of expenses that a grant recipient can cover with the grant funds. The bill outlines criteria that the department must apply when awarding grants. The department is required to develop further criteria and procedures for eligibility, the application process, applicant selection and awarding grants. The department is authorized to adopt routine technical rules to implement the program. The bill provides a nonlapsing appropriation in the amount of $3,000,000 to the program for fiscal year 2025-26, any unused portion of which must be carried forward to fiscal year 2026-27. Passed
LD1219 An Act to Increase State Funding for the Campuses of the University of Maine System This bill requires that, beginning July 1, 2026, each campus of the University of Maine System be funded at no less than 95% of the funding that the campus's peer institution receives on a per student basis. Beginning July 1, 2027, each campus of the University of Maine System must be funded at no less than 100% of the funding that the campus's peer institution receives on a per student basis. For the purposes of these provisions, the bill provides that peer institutions are determined by the trustees for each campus of the University of Maine System. The bill also requires that, beginning July 1, 2025, the minimum hourly wage at the University of Maine System be equal to 125% of the State's minimum hourly wage. The bill also provides ongoing funds to support a 6% increase in funding for fiscal year 2025-26 and an additional 4% increase in funding for fiscal year 2026-27 to support the continuation of current University of Maine System operations. LD1908 An Act to Require the Cooperation of Original Manufacturers of Electronic Devices to Facilitate the Repair of Those Devices by Device Owners and Independent Repair Providers This bill requires that, beginning January 1, 2026, an original equipment manufacturer of digital electronic equipment sold or in use in the State on or after July 1, 2021 is required to make available on fair and reasonable terms to any independent repair provider or owner of the digital electronic equipment any documentation, parts or tools required for the diagnosis, maintenance or repair of the equipment. Under the bill, an independent repair provider is a business engaged in diagnosing, maintaining and repairing digital electronic equipment but is not the original equipment manufacturer or a business licensed by the original equipment manufacturer. The bill also prohibits original equipment manufacturers, beginning January 1, 2026, from using software to identify component parts through a unique identifier, also called "parts pairing," to prevent or inhibit an owner or independent repair facility from installing or enabling functional replacement parts or components; intentionally reduce the functionality of the electronic equipment; or cause the electronic equipment to display misleading alerts about unidentified parts that the user cannot immediately dismiss. This provision applies to consumer electronic equipment that is manufactured for the first time, and first sold or used in this State, after January 1, 2026. The bill includes several exceptions that limit an original equipment manufacturer's obligations under the bill. The bill provides that an original equipment manufacturer is not liable for damages resulting from improper use of personal data or a data security breach in connection with repair, diagnosis, maintenance or modification of digital electronic equipment by an independent repair provider or owner. The bill requires that independent repair providers must provide a customer with a written notice explaining that the independent repair provider is not an authorized repair provider for the digital electronic equipment and disclose whether the independent repair provider uses any used parts in performing repair work. LD1731 An Act to Increase the Influence of the Maine State Ferry Advisory Board on the Funding and Operations of the Maine State Ferry Service This bill requires the Maine State Ferry Service to consult with the Maine State Ferry Advisory Board on matters regarding budgets, strategic planning and major operational decisions. Recommendations made by the board regarding certain matters must be considered by the Maine State Ferry Service during its decision-making processes for the following fiscal year. The bill requires the Maine State Ferry Service to provide regular reports to the board and requires the board to review and provide feedback and recommendations. The bill also requires the board to conduct an annual review of the Maine State Ferry Service's performance and operations and provide a report to the joint standing committee of the Legislature having jurisdiction over transportation matters by January 15th of each year. LD1910 An Act to Strengthen Housing Stability Services by Increasing Support and Outreach This bill requires the Department of Health and Human Services to contract with community-based nonprofit organizations through a request for proposals process for 9 outreach caseworkers and 9 housing stability workers. The outreach caseworkers and housing stability workers provide housing and supportive services to individuals who are unhoused and chronically homeless, as well as ensuring that the individuals are in safe indoor environments while awaiting permanent housing. The contracted workers are distributed around the State and targeted to areas with higher populations of individuals who are homeless. LD1954 An Act to Lower Household Costs by Expanding the Sales Tax Exemption for Certain Grocery Staples Sold in Grocery Stores This bill exempts from the sales tax, when sold in a grocery store, items for nourishment or products for internal human consumption such as prepared foods, including sandwiches and salads; supplemental meal items, such as pretzels, cheese sticks and dips; fruit bars and granola bars; nuts and seeds; and meat sticks. Liquor, water, medicine, dietary substitutes, candy, dessert and bakery items and cannabis remain subject to tax, regardless of where sold. "Grocery store" is defined to be a store primarily engaged in the retail sale of canned food, dry goods, fresh fruits and vegetables, fresh meats, fish and poultry and includes a convenience store, but does not include a separately owned eating establishment located within a grocery store. LD1612 Resolve, Directing the Department of Transportation to Solicit Proposals for the Utilization of Unused State-owned Railroad Lines This resolve requires the Department of Transportation to develop and issue requests for proposals for each unused railroad line owned by the State no later than 180 days after the effective date of this resolve. The department must evaluate proposals based on criteria outlined in the requests for proposals, which may include financial feasibility and potential economic benefits to the State, consistency with environmental and community development objectives and a proposer's qualifications and ability to execute the proposed project. The department must allow proposals to include traditional rail services as well as innovative uses for recreational or commercial activities as long as they do not preclude the preservation of rights-of-way for future freight or passenger rail purposes in accordance with the State Railroad Preservation and Assistance Act. The department must submit a report to the joint standing committee of the Legislature having jurisdiction over transportation matters detailing the results of the request for proposals process within 90 days after the submission deadline. LD1458 An Act Regarding Compensation Fees and Related Conservation Efforts for Solar and Wind Energy Development and High-impact Electric Transmission Lines Under the Site Location of Development Laws Under current law, the Department of Environmental Protection is required to establish and maintain a compensation fee program to offset the adverse effects of a renewable energy development project and to determine the compensation fee amounts based on criteria established by the department. This bill removes the requirement that the department establish the criteria for compensation and instead requires a compensation fee equal to the average value of the undeveloped land occupied by the renewable energy development project, with certain exceptions. The bill also specifies which wildlife habitats the department may consider for purposes of determining an adverse effect. LD1907 An Act to Protect Consumers from Unfair Dynamic Pricing in Grocery Stores This bill amends the Unfair Sales Act to prohibit the use of dynamic pricing by grocery stores to electronically change the price of a good or service offered by that grocery store more than once in a 48-hour period during a severe weather event, a natural disaster, a supply chain disruption or another event that can cause a sudden increased demand for goods or services. Dynamic pricing may be used at other times as long as notice of its use is provided to the customers of the grocery store using conspicuous signage describing how and when the grocery store uses dynamic pricing. Increases the period of presumptive eligibility for general assistance for a person who is provided shelter in an emergency shelter for the homeless from 30 days to 180 days; and 3. Increases from 70% to 90% the amount of state reimbursement for direct costs of general assistance incurred by each municipality and Indian tribe and requires the Department of Health and Human Services to reimburse municipalities and Indian tribes 100% of direct costs for providing emergency shelter for the homeless. LD1632 An Act to Provide Incentives and Amend Laws Regarding Access to Protect Rural Highway Capacity and Promote Long-term Economic Development This bill reinstates that all state highways, rather than only controlled access highways, are subject to Department of Transportation access management rules. The bill stipulates that the department may waive access management rules and issue a permit for a driveway only if the property is located within a locally designated growth area identified in a state- approved comprehensive plan. The bill also reestablishes the program within the Department of Transportation, which is to be funded on a pilot project basis, to provide technical assistance and incentive grants to municipalities to prevent new development along state highways and reduce the cost of future highway improvement projects. The bill specifies an incentive funding grant may be used to purchase rural lands adjacent to the highways to secure access rights and to plan the development of a public way or a town way within a municipality. The bill provides that if no municipal officer in a county commissioner district is willing to be nominated as a candidate for the county budget committee, any resident of the county commissioner district who is of voting age can be nominated in place of the municipal officer as long as the other 2 county budget committee members in the county commissioner district are municipal officers. The bill also removes the requirement that a budget committee member serving in the capacity of a municipal officer must maintain the member's status as a municipal officer during the member's term of office. The bill also removes the requirement that a person appointed to fill a vacancy be a municipal officer and permits any municipal resident of voting age who resides in the same municipality as the vacating member to fill the vacancy. The bill also replaces the process for the adoption of the county budget by requiring that, after a public hearing is completed, the budget committee adopt a final budget and transmit that budget to the county commissioners. The county commissioners may not increase, decrease, alter or revise the budget as adopted by the budget committee except by unanimous vote of the county commissioners. The bill requires that if the adopted budget is changed by the county commissioners, the budget committee may reject that change by a 2/3 vote of its membership. The bill requires that the budget as adopted must be sent to the county commissioners, and the county tax authorized must be apportioned and collected in accordance with current law. Dead

The person must also be a permanent resident of the State and have owned a homestead in the State for at least 10 years. A municipality may adopt stricter eligibility requirements. The bill also allows a municipality, by referendum, to adopt a local option sales tax of 1% on the value of prepared food and rental of living quarters in any hotel, rooming house or tourist or trailer camp.
