The bill also directs the Maine Historic Preservation Commission to adopt rules regarding the disbursement of bond proceeds authorized by Public Law 2023, chapter 653 to establish a process for properties in the State that are not on the National Register of Historic Places but have been designated as historic properties by municipal historic preservation ordinances to receive funding through the bond proceeds. The bill amends the sale process to require mandatory notices to the delinquent owner and sets forth a series of actions required before a municipality can complete its sale of the property. Deductions for the expenses of the municipality are allowed to be deducted from the funds received from the sale of foreclosed, tax-acquired property above what the former owner owed the municipality. The bill also establishes a fee of $250 on the sale of new and used electric vehicles by a dealer. LD1891 An Act to Address the Dental Professional Workforce Shortage by Establishing Scholarship and Loan Programs and Updating the Dental Care Access Tax Credit This bill establishes the Dentists for Maine's Future Scholarship Program to provide a tuition subsidy of 50% of the cost of attendance, up to a maximum of $25,000 per student annually, for eligible students who enter dental school programs in this State for the purpose of increasing the number of dentists in this State who practice in extreme shortage areas of the State. The bill also establishes the Extreme Shortage Area Dental Education Loan Program to provide loans and loan repayment agreements to eligible dental students and individuals who are eligible for licensure as a doctor of dental medicine or as a dental hygienist, dental therapist, expanded function dental assistant or dental assistant who agrees to serve an extreme shortage area in the State. The bill also updates the dental care access tax credit to include eligible dental hygienists and changes the date that the tax credit is repealed to December 31, 2032. Dead
LD1753 An Act to Establish the Upper St. John Valley Recovery High School Program This bill requires the Department of Education to establish the Upper St. John Valley Recovery High School Pilot Program, a 3-year pilot program based at the campus of the University of Maine at Fort Kent and operated by the Valley Unified Education Service Center, or its successor organization, to educate high school students in recovery from substance use disorder or co-occurring disorders. The bill requires the program to provide supervised housing to enrolled students during the school week and requires students to participate in a concurrent, complementary program of recovery from substance use disorder or co-occurring disorders while enrolled in the program. The program must address requirements for awarding secondary school diplomas to students enrolled in the program. The bill also requires the Department of Education to work with the Department of Health and Human Services and the Valley Unified Education Service Center to establish the curriculum and enrollment criteria for the program. Geoengineering is defined in the bill as the deliberate, large-scale intervention in the Earth's natural systems for the purpose of counteracting climate change, including, but not limited to, carbon dioxide management, solar radiation management, stratospheric aerosol injection and weather modification techniques. Certain scientific research activities authorized by the Department of Environmental Protection are exempted from this prohibition. The department is charged with enforcing the prohibition, and a person that violates the prohibition commits a Class E crime and is subject to a fine of $10,000 for each day the violation continues.
