LD1656 An Act to Facilitate Compliance with Federal Immigration Law by State and Local Government Entities This bill establishes prohibitions concerning restricting the sharing and use of immigration and citizenship information. It prohibits restricting the enforcement of federal immigration law. It establishes a complaint process and a duty to report violations of these provisions. The bill also provides that, if the Attorney General, upon investigation, determines that a government entity is violating these prohibitions, the Attorney General must issue an opinion stating that finding. The government entity has 30 days to appeal the finding to the Superior Court. If the Superior Court agrees with the Attorney General, the court must immediately enjoin the policy or practice. The government entity that continues the policy or practice is subject to a $500 fine for each day the policy or practice remains in effect. If the Superior Court disagrees with the Attorney General, the Attorney General must immediately certify that the government entity is in compliance with the law. Dead

LD542 An Act Regarding Municipal Property Tax Levy Limits This bill establishes municipal property tax levy limits and allows for those limits to be exceeded only under certain specified circumstances. The provisions in this bill are similar to provisions that were originally enacted in Public Law 2005, chapter 2, also known as L.D. 1, as subsequently amended and then repealed in Public Law 2023, chapter 603, except that this bill applies to municipal fiscal years beginning on or after July 1, 2026. LD1608 An Act to Counter Unlawful Cannabis Cultivation This bill allows the Department of Administrative and Financial Services to deny a registry identification card or registration certificate to any person who would be authorized under that registration to cultivate cannabis at a geographical location that has been the site of repeated violations under the Maine Medical Use of Cannabis Act or the Cannabis Legalization Act. It allows the department to place a moratorium not to exceed 10 years on such geographical locations for the purpose of issuing or renewing a registration. It also allows the Office of Cannabis Policy within the Department of Administrative and Financial Services to place a moratorium not to exceed 10 years on any geographical location that has been the site of repeated violations under the Maine Medical Use of Cannabis Act or the Cannabis Legalization Act for the purposes of issuing or renewing licenses under the Cannabis Legalization Act. LD1880 An Act to Require Photographic Identification for Voting This bill requires the presentation of photographic identification for in-person and absentee voting. Acceptable forms of photographic identification include an unexpired Maine driver's license, nondriver identification card, interim identification form issued by the Secretary of State, United States passport or United States passport card, United States military identification card, Maine National Guard identification card and United States Department of Veterans Affairs identification card. The bill directs the Secretary of State to provide free nondriver identification cards for photographic identification. The bill allows voters without photographic identification to complete a challenged ballot and within 4 days after the date of the election appear before the registrar of voters and present photographic identification. The bill also provides an exception for voters with religious objections to being photographed. The bill removes provisions of law that allow voters to make telephone applications for absentee ballots and that allow voters to automatically receive absentee ballots for each election without submitting a separate request for each election. It also provides that a municipality may have only one secured drop box for the return of absentee ballots. It requires that a secured drop box be monitored at all times by a surveillance camera and that the video from this surveillance camera be accessible to a resident of the municipality in which the secured drop box is located. LD718 An Act to Require Municipal Clerks to Issue Absentee Ballots Only to Residents of That Municipality and to Eliminate Ongoing Absentee Voter Status This bill requires a municipal clerk to issue an absentee ballot only to a person who is registered to vote in that municipality, including the voter and an immediate family member or a 3rd person designated by the voter to deliver the ballot on the voter's behalf.
