The bill enacts a provision that makes it a Class D crime for a person to knowingly possess a rapid-fire device without authority to do so. A rapid-fire device is a device, part or combination of parts that is not a machine gun and that materially increases the rate of fire of a semi-automatic firearm above the rate of fire of the semi-automatic firearm absent the device, part or combination of parts. With respect to the definitions of "machine gun" and "rapid-fire device," the bill provides a nonexhaustive list of examples describing the types of devices that would satisfy each general definition. LD1638 An Act Regarding Disability Retirement Benefits Under the Maine Public Employees Retirement System Under current law, the disability retirement benefits paid by the Maine Public Employees Retirement System to a person who is disabled are reduced if that person receives benefits from the United States Social Security Act. This bill removes that reduction for persons who are disabled and were receiving disability retirement benefits from the Maine Public Employees Retirement System as of December 31, 2024. The provisions of the bill retroactively apply to the date that person began receiving reduced disability retirement benefits and requires that the person be paid the withheld benefits, including any cost-of-living adjustments and interest. The bill also removes the requirement that such a person include in the application for disability retirement benefits proof that the person has made application for benefits under the United States Social Security Act. LD1838 An Act to Provide Opportunities and Sustainable Revenue for Maine Farms, Agricultural Fairs, Wabanaki Tribes and Veterans' Homes This bill authorizes the licensed operation of electronic wagering terminals to place wagers on historical horse races, purchase virtual sealed tickets and to conduct electronic beano by federally recognized Indian tribes, certain off-track betting facilities and commercial tracks and organizations eligible to conduct certain games of chance. Licenses are issued by the director of the Gambling Control Unit within the Department of Public Safety. The bill also requires distributors of electronic wagering terminals to be licensed with the Gambling Control Unit. The bill establishes limits on the number and location of terminals based upon the type of licensee. The bill requires an operator of an electronic wagering terminal to collect 25% of net terminal income for distribution among the General Fund for administrative expenses of the Gambling Control Unit; gambling addiction prevention and treatment services; the Maine Milk Pool until January 1, 2035 and, on or after January 1, 2035, to the Agricultural Development Fund; agricultural fairs; funds dedicated to supporting and promoting harness racing; career and technical education; the Maine Veterans' Homes Stabilization Fund; and municipalities in which terminals are located. LD1956 An Act to Amend the Law Governing the Competitive Skills Scholarship Program and Establish the Community Workforce Connections Program This bill eliminates the peer workforce navigator pilot program and establishes the Community Workforce Connections Program beginning October 1, 2025 to provide peer support and community-based workforce navigation services to unemployed and underemployed individuals facing barriers to employment to help them increase their economic security. The bill provides that the program be funded by the Competitive Skills Scholarship Fund. The bill amends the law governing the Competitive Skills Scholarship Program to authorize an added method of service delivery through an educational cohort model targeted to assist low-income individuals and individuals who may face barriers to education or successful workforce participation participating in a shared curriculum or program; increases the ways in which individuals can qualify for the program; and changes the application, decision and appeal process. LD1858 An Act to Promote Local Seafood in Schools This bill establishes the Local Seafood Fund to be used to match $1 for every $3 a school administrative unit pays for seafood purchased directly from a person who fishes commercially, a cooperative of persons who fish commercially, an aquaculture farmer, an aquaculture farmer's cooperative, a local food hub, a local food processor or a food service distributor in the State, to a maximum state contribution of $5,000 per school administrative unit in fiscal year 2025-26 and subsequent years or $5,500 per school administrative unit if funding is received and the school administrative unit sends a food service employee to a local seafood training program established and administered by the Department of Education pursuant to the bill. LD1874 An Act to Enable the Maine Pilotage Commission to Oversee Pilots Operating in Portland Harbor This bill transfers jurisdiction over pilots operating in Portland Harbor from the Board of Harbor Commissioners for Portland Harbor to the Maine Pilotage Commission. It also changes the description of the coastal zones in the laws governing the Maine Pilotage Commission and, in the case of Portland Harbor, provides that certain vessels are exempt from the laws governing the Maine Pilotage Commission. LD1023 Resolve, to Reestablish the Blue Economy Task Force to Support Maine's Emergence as a Center for Blue Economy Innovation and Opportunity in the 21st Century This resolve reestablishes the Blue Economy Task Force, which was previously established by the 131st Legislature in 2023. The task force is charged with developing a report that outlines the sectors of the State's blue economy and existing economic development plans or strategies for blue economy sectors and identifies opportunities where the State can enhance or facilitate the growth and scaling of blue economy businesses, including the creation of a design for a proposed Center for a Blue Economy. The task force is required to submit a written report by February 1, 2026 to the Governor and the Joint Standing Committee on Housing and Economic Development, which may report out legislation based on the findings and recommendations in the report to the Second Regular Session of the 132nd Legislature. LD1206 An Act to Control Property Taxes by Increasing the Percentage of the Business Equipment Tax Exemption That Municipalities May Recover This bill amends provisions governing the business equipment tax exemption. Current law allows municipalities to recover from the State 50% of the tax revenue lost as the result of a valid business equipment tax exemption. The bill increases the percentage that a municipality may recover for property tax years beginning April 1, 2026 to 60%. Under the bill, the percentage recoverable increases each property tax year until the percentage recoverable is 80% for property tax years beginning on or after April 1, 2030. Dead
LD1159 An Act to Prohibit Governmental Entities That Charge a Fee for In-person Credit Card Purchases from Refusing to Accept Cash This bill requires a person offering goods or services at retail in person to accept cash for sales of less than $2,000 and prohibits the person from accepting payment by only an electronic method. These provisions do not apply to transactions conducted remotely by telephone, mail or the Internet. The bill also prohibits a person offering goods or services at retail from posting any sign stating that cash payments are not accepted and from charging a higher price to customers paying with cash instead of by an electronic method. LD1859 An Act to Improve Access to Child Care and Early Childhood Education by Establishing Regional Resource Hubs This bill directs the Department of Health and Human Services to establish, through contracts with community entities, early childhood learning and development resource hubs. The resource hubs must provide families with the information and support necessary to locate early childhood programs; assist families in connecting with other resources in the State; support the training of child care workers; and build networks among child care providers. The bill requires the department, beginning January 1, 2027 and annually thereafter, to submit a report to the joint standing committees of the Legislature having jurisdiction over health and human services matters and education and cultural affairs and to the members of the Children's Cabinet and its advisory council regarding the status of state and regional early childhood education and family needs, data collected by resource hubs and any related recommendations to increase access to early childhood services. LD1787 An Act to Increase Seed Money Contribution Limits for Gubernatorial Candidates Under the Maine Clean Election Act This bill allows candidates for district attorney, sheriff and county commissioner to participate in the Maine Clean Election Act and directs the Commission on Governmental Ethics and Election Practices to specify the terms of participation by rule. The bill also increases the amount transferred to the Maine Clean Election Fund each year and increases the contribution limits for gubernatorial seed money contributions to $500 per individual. LD1287 An Act to Support Workforce Development by Establishing the Housing Stability Fund This bill establishes the Housing Stability Support Program and the Housing Stability Fund within the Maine State Housing Authority. The Maine State Housing Authority is required to delegate administration of the program to one or more of the following: a designated community action agency as described by the Maine Revised Statutes, Title 22, section 5324; a municipal housing authority; or any other qualified entity as determined by the Maine State Housing Authority. The program provides rental assistance, paid directly to a landlord, for tenants with household incomes of less than 30% of the median income for the area at the time of application for assistance, except when the assistance payment is for a security deposit required for a new lease or rental agreement. Rental assistance paid through the program may not exceed $300 per month. The maximum amount of total assistance per household is $3,000. The bill provides for an ongoing appropriation of $1,900,000 annually to support the purposes of the program. Passed
LD1647 An Act to Amend the Maine Human Rights Act to Provide Additional Remedies for Educational Discrimination This bill modifies provisions of the Maine Human Rights Act to allow a court to award compensatory damages in cases of intentional educational discrimination. Compensatory damages include damages for loss of education, loss of educational opportunity, past and future pecuniary losses, emotional pain, suffering, inconvenience, mental anguish, loss of enjoyment of life and other nonpecuniary losses. The bill specifies that these compensatory damages are not available in cases when the discriminatory practice involves the provision of a reasonable accommodation and the educational institution had demonstrated good faith efforts, in consultation with the person with the disability, to make a reasonable accommodation that would provide that individual with an equally effective opportunity and would not cause undue hardship on the operation of the educational institution. Compensatory damages are not available in cases in which the practice was unlawful only because of its disparate impact. The bill also adds language that excludes cases of intentional educational discrimination from the existing limited monetary remedy available for unlawful discrimination under the Maine Human Rights Act. The contract includes researching mentoring programs that are evidence-based, training requirements for participants and data collection and analysis. The input of youth who have or have had extended care and support agreements must be specifically included. The department must submit a report to the joint standing committee of the Legislature having jurisdiction over health and human services matters, no later than January 2, 2027, with recommendations for a mentoring program. LD1915 An Act to Regulate Earned Wage Access Services Providers This bill enacts the Maine Earned Wage Access Services Act, which does the following: 1. It establishes requirements and fees for the registration and reregistration of earned wage access services providers, which are businesses, unregulated under current law, that advance earned by unpaid income to consumers; 2. It establishes bond requirements for earned wage access services providers; 3. It establishes certain operating requirements for earned wage access services providers, including requirements regarding consumer disclosures, cancellation, privacy and information security and reimbursements to consumers; 4. It establishes prohibitions on certain actions by earned wage access services providers, including prohibitions regarding delivery fees, revenue sharing, requesting credit reports or scores, credit reporting and debt collection and payments by credit cards; 5. It requires an earned wage access services provider to maintain books and records for each consumer for whom the provider provides earned wage access services; 6. It provides the Superintendent of Consumer Credit Protection within the Department of Professional and Financial Regulation with certain authority to investigate complaints, adopt rules, appropriate funds and examine certain books and records of earned wage access services providers; 7. It establishes certain requirements related to advertising; and 8. It establishes enforcement mechanisms for the provisions of the Act. In Committee
LD1743 An Act to Allow Municipalities to Prohibit Firearms Within Their Municipal Buildings and Voting Places and at Their Municipal Public Proceedings This bill permits a municipality to adopt an order, ordinance, policy or regulation that limits or prohibits the possession of firearms within its buildings and voting places and at municipal public proceedings within the municipality; if adopted, the order, ordinance, policy or regulation may impose a civil penalty of not more than $1,000 per violation. The bill provides an exception to allow a federal, state, county or local law enforcement officer to possess firearms in a municipality's buildings and voting places and at municipal public proceedings within the municipality. If a municipality adopts such an order, ordinance, policy or regulation, it is required to post, in a prominent location outside of all buildings and other places to which the order, ordinance, policy or regulation applies, notice of the limitation or prohibition against the possession of firearms, including any adopted exceptions to the limitation or prohibition. For a municipal public proceeding that is conducted in a part of a nonmunicipal building, the limitation or prohibition does not extend to those nonmunicipal parts or users of the building. The bill also establishes a definition for "municipal public proceeding." In Committee

LD700 An Act to Promote Student Enrollment and Degree Completion in the University of Maine System by Awarding Waivers of Tuition and Fees to Eligible Students This bill requires the University of Maine System to award waivers of tuition and fees to eligible students who are enrolled full-time at any University of Maine System campus. The amount of the waiver is limited to the difference between the amount of the tuition and fees and the sum of the amount provided by the Federal Pell Grant and the amount of aid received by the student, not including merit-based scholarships awarded to the student by the University of Maine System. LD1845 An Act to Establish the Working Waterfront Advisory Council This bill creates the Working Waterfront Advisory Council to address issues affecting the State's working waterfronts and requires the council to submit a report by February 1, 2026 and annually thereafter to the joint standing committees of the Legislature having jurisdiction over economic and community development matters and marine resources matters on the status of the condition of, the current and future challenges concerning and recommendations related to working waterfronts in the State. LD1816 An Act to Establish a Statewide Sexual Assault Forensic Examination Kit Tracking System and Conduct an Inventory of Existing Forensic Examination Kits in the Possession of Law Enforcement This bill directs the Department of Public Safety to establish, operate and maintain a sexual assault forensic examination kit tracking system for all completed kits regardless of whether the alleged offense related to the kit was reported to a law enforcement agency. The tracking system must be continuously accessible to approved users. The department is required to submit a report by January 1, 2027, and annually thereafter, to the joint standing committee of the Legislature having jurisdiction over criminal justice and public safety matters and the Governor concerning information related to the status of sexual assault forensic examination kits reported in the tracking system. The bill provides requirements for the tracking system and requires the department to adopt routine technical rules, including rules regarding participation in the tracking system, confidentiality and the operation of the tracking system. The bill directs that, by June 1, 2026, a law enforcement agency that receives, maintains, stores or preserves sexual assault forensic examination kits must complete an inventory of all kits in its possession and report its findings to the Department of Public Safety. The department must compile all agency reports and present findings of the inventory by January 1, 2027 to the joint standing committee of the Legislature having jurisdiction over criminal justice and public safety matters and at the same time post the report on the department's publicly accessible website. Public Law 2023, chapter 236 changed a provision in the Maine Revised Statutes, Title 25 to require law enforcement agencies to store sexual assault forensic examination kits for 20 years. For consistency with that provision, this bill amends a provision in Title 24 to require law enforcement agencies to store sexual assault forensic examination kits for 20 years. In Committee

LD1932 An Act to Support Essential Support Workers and Enhance Workforce Development This bill increases the rate for the labor portion of reimbursement for services provided by essential support workers from 125% of the minimum wage to 140%. This requirement is effective January 1, 2026. The bill requires that essential support workers whose services are reimbursed under the MaineCare program or a state-funded program must be paid no less than 125% of the minimum wage. The bill requires the Maine Health Data Organization, in consultation with the Essential Support Workforce Advisory Committee and the Department of Health and Human Services, to develop a methodology for establishing a baseline report in order to be able to examine the care gap in essential support worker services paid by the MaineCare program or a similar state-funded program. The care gap is defined as the difference between approved services and the hours of services actually provided. The bill requires the Department of Administrative and Financial Services to provide a biennial report to the joint standing committee of the Legislature having jurisdiction over health and human services matters that estimates the actual cost to the State of providing all long-term care services and forecasts costs in the future. The bill changes the membership of the Essential Support Workforce Advisory Committee to include a representative of the long-term care ombudsman program and a representative of an organization that provides personal care services in the home. The bill requires the Department of Health and Human Services to convene a stakeholder group to develop the Innovations in Care and Support Technology Plan to be submitted by October 15, 2026. The purpose of the plan is to advance the use of technology to reduce the number of approved but unstaffed essential support worker hours. The bill requires the Department of Health and Human Services to create a stakeholder group to assist the department in developing a 5-year plan to expand the department's worker portability and advancement initiative to establish a standardized curriculum and training program for essential support workers. LD1962 An Act to Establish the Corrections Ombudsman This bill establishes the Office of the Corrections Ombudsman. The office is responsible for: 1. Receiving, investigating and resolving complaints and suggestions from certain incarcerated persons and from staff of the Department of Corrections; 2. Providing information to the Governor, the department and its staff, the Legislature, certain incarcerated persons and their families and the public; 3. Promoting public awareness and understanding of the problems and challenges of incarceration; 4. Identifying systemic issues and responses upon which the department, the Governor and the Legislature may act; and 5. Ensuring compliance with relevant statutes, rules, regulations and policies concerning correctional facilities, services, staff and treatment of certain incarcerated persons. In Committee
LD1941 An Act to Implement Recommendations of the Commission to Examine Reestablishing Parole This bill implements the recommendations of the Commission to Examine Reestablishing Parole, as established by Resolve 2021, chapter 126. Part A of this bill renames the State Parole Board the Maine Parole Board and increases the membership of the board from 5 to 7 members appointed by the Governor, at least one of whom must be a formerly incarcerated individual. It also provides that member appointments must be reviewed by the joint standing committee of the Legislature having jurisdiction over judiciary matters and confirmed by the Legislature, and members must receive annual training regarding best practices in evaluating applications for parole and designing appropriate conditions of parole. Part B of the bill amends the laws governing parole. Current law provides that only individuals in the custody of the Department of Corrections pursuant to a sentence imposed under the law in effect before May 1, 1976 are eligible for parole. As recommended by the Commission to Examine Reestablishing Parole, this bill establishes the option of parole for individuals sentenced to the custody of the Department of Corrections after May 1, 1976. The bill incorporates the concepts of positive reentry parole; research and testimony presented to the Commission to Examine Reestablishing Parole by persons with expertise in victims' rights and advocacy, probation and parole structure and restorative justice; and some of the technical aspects of Maine's existing parole law. Part C of the bill amends the laws governing sentencing to provide that, when a person is sentenced to imprisonment for life, the sentencing court must specify whether the person is or is not eligible for parole. Part D of the bill specifies that a person who is incarcerated and in the custody of the Department of Corrections on the effective date of this legislation is not eligible for parole until at least 5 years after the effective date of this legislation. LD1814 An Act to Increase Transparency in State Government by Amending Laws Regarding Persons Attempting to Influence the Competitive Bidding Process and Lobbyist Reporting During Rule-making Processes This bill requires any person who is specifically employed by another person for the purpose of attempting to influence the competitive bidding process to register with the Commission on Governmental Ethics and Election Practices for each employer and to submit monthly reports regarding activity, expenditures and compensation associated with attempting to influence any order, grant or contract on behalf of that employer. The bill requires the commission to create and maintain a publicly accessible website that displays this information to the public. It also expands the definition of "lobbying" and "grassroots lobbying" to include communicating directly with any official in the executive branch for the purpose of influencing any rulemaking. It requires a lobbyist or lobbyist associate who provides public comment on a proposed agency rule to disclose to the agency the name of the person or organization that lobbyist or lobbyist associate is representing in the same manner as when testifying before a joint select or joint standing committee of the Legislature. LD1239 An Act to Require Data Collection on and Reporting of Psychiatric Hospital Resources and Transparency in Denials of Emergency Involuntary Admissions to Psychiatric Hospitals This bill requires: 1. Psychiatric hospitals to provide detailed written explanations to referring hospitals for emergency admission denials that include specific reasons for the denial, circumstances under which the admission referral would be reconsidered and justification for prioritizing other admissions; 2. Psychiatric hospitals on a daily basis to report inpatient bed capacity, occupancy and locations to the Department of Health and Human Services, which is required to make the information available in real time on a publicly accessible website; 3. Psychiatric hospitals on a biennial basis to report information on inpatient bed capacity and occupancy, with the Department of Health and Human Services issuing a publicly accessible report on this information identifying statewide trends and utilization patterns regarding the use of inpatient beds; and 4. The Department of Health and Human Services to include in its biennial report identification of deficiencies contributing to denials of referrals for admission and recommendations for necessary resources to improve access to psychiatric hospitals. LD1669 An Act to Establish the Cannabis Advisory Council This bill establishes the Cannabis Advisory Council to make recommendations to the Director of the Office of Cannabis Policy within the Department of Administrative and Financial Services and the joint standing committee of the Legislature having jurisdiction over cannabis matters concerning how best to work with state agencies, municipal governments, the medical use cannabis industry and adult use cannabis industry and citizen groups to make improvements to and maintain the quality of the State's medical use cannabis industry and adult use cannabis industry concerning matters of interest to the State's medical use cannabis industry and adult use cannabis industry, including, but not limited to, changes to the tracking system contract, public health protection and federal legalization. LD1041 An Act to Preserve Affordability in Publicly Assisted Housing Developments This bill amends the notice an owner of an affordable rental housing property is required to provide when the limitation of the rent amount an owner may charge or the income a person or family needs to qualify to rent in an affordable housing development is likely to end, whether due to sale or transfer of the property, termination of state or federal financial assistance or other action taken by the owner. The notice requirements for the end of the limitation due to the termination of federal and state financial assistance is set at 2 years prior to the end of the financial assistance, or November 30, 2025 if the financial assistance will end in less than 2 years from the effective date of this legislation. The notice requirement for any other termination of the limitation remains at 90 days. The bill makes other changes to the Maine Revised Statutes, Title 30-A, subchapter 12 to adjust for the amended language. In Committee
