LD343 An Act to Direct the Public Utilities Commission to Seek Informational Bids Regarding Small Modular Nuclear Reactors in the State This bill requires the Public Utilities Commission to annually issue a request for informational bids for the establishment in the State of a small modular nuclear reactor, which is a nuclear reactor that has a rated generating capacity of no more than 350 megawatts, is capable of being constructed and operated at a single site on its own or in combination with one or more nuclear reactors and is required to be licensed by the United States Nuclear Regulatory Commission. The requests are for information only, including the timing for establishing a modular reactor and the cost, location and annual operating costs of a modular reactor, and are not binding on the State or the person submitting the information but may be used in developing a contract. The commission is required to make an annual report to the joint standing committee of the Legislature having jurisdiction over energy and utility matters detailing the informational bids received. The provisions of this legislation are repealed when the State accepts a bid for the establishment of a small modular nuclear reactor. The commission is required to notify the Revisor of Statutes when the State accepts a bid for the establishment of a small modular nuclear reactor. Crossed Over

LD582 An Act to Require Health Insurance Carriers to Provide Coverage for Blood Testing for Perfluoroalkyl and Polyfluoroalkyl Substances This bill requires carriers offering health plans in this State to provide coverage for blood testing for perfluoroalkyl and polyfluoroalkyl substances, or PFAS, recommended by a provider as medically necessary health care in accordance with clinical guidelines established by the National Academies of Sciences, Engineering, and Medicine. The requirements of the bill apply to health plans issued or renewed on or after January 1, 2026. The bill also includes language stating the Legislature's finding that the requirement for coverage for blood testing for perfluoroalkyl and polyfluoroalkyl substances are not an expansion of the State's essential health benefits and do not require the State to defray costs pursuant to the federal Patient Protection and Affordable Care Act. LD888 An Act to Expand Property Tax Relief for Veterans and Survivors of Veterans This bill changes the property tax benefits for veterans of the Armed Forces of the United States for property tax years beginning on or after April 1, 2026. The bill provides that veterans are no longer required to have served during a federally recognized war period and receive an exemption of up to $5,000 of the just value of the property. It provides that veterans who are 62 years of age or older receive an exemption of up to $6,000 of the just value of the property. It also provides that veterans receive an exemption of between $10,000 and $50,000 based on their United States Department of Veterans Affairs service- connected disability rating. The bill provides that a veteran's unremarried surviving spouse, minor child or parent remains eligible for the benefit that the veteran would be eligible for if the veteran was living. Passed

LD1365 An Act to Allow Consumption of Adult Use Cannabis in Locally Approved Hospitality Lounges This bill amends the Cannabis Legalization Act to authorize a municipality or other local government entity within the unorganized and deorganized areas of the State to adopt an ordinance providing licensing or other approval requirements applicable to cannabis hospitality lounges within the municipality or unorganized and deorganized area. The bill defines "cannabis hospitality lounge" as a location that is open to members of the public who are 21 years of age or older and is licensed or approved by a municipality or other local government entity within the unorganized and deorganized areas of the State where persons 21 years of age or older may consume adult use cannabis, adult use cannabis products and edible products that do not contain cannabis. A cannabis hospitality lounge is not a cannabis establishment, may operate as a cannabis hospitality lounge without the need for additional state licensing or approvals and is not subject to the oversight of the Department of Administrative and Financial Services, Office of Cannabis Policy. The bill also amends the law prohibiting smoking in public places to allow the smoking of adult use cannabis or adult use cannabis products at a locally licensed or approved cannabis hospitality lounge. LD1954 An Act to Lower Household Costs by Expanding the Sales Tax Exemption for Certain Grocery Staples Sold in Grocery Stores This bill exempts from the sales tax, when sold in a grocery store, items for nourishment or products for internal human consumption such as prepared foods, including sandwiches and salads; supplemental meal items, such as pretzels, cheese sticks and dips; fruit bars and granola bars; nuts and seeds; and meat sticks. Liquor, water, medicine, dietary substitutes, candy, dessert and bakery items and cannabis remain subject to tax, regardless of where sold. "Grocery store" is defined to be a store primarily engaged in the retail sale of canned food, dry goods, fresh fruits and vegetables, fresh meats, fish and poultry and includes a convenience store, but does not include a separately owned eating establishment located within a grocery store. LD868 An Act to Ensure Equity and Safety in Athletics, Restrooms, Changing Rooms and Housing at Elementary, Secondary and Postsecondary Schools This bill requires that interscholastic and intramural athletic teams or sports that are sponsored by public schools, public charter schools, public postsecondary education institutions or schools they compete against be designated as male, female or coed. The bill also prohibits students who are male from participating in an athletic team or sport designated as a female team or sport. The bill requires public schools, public charter schools and public postsecondary education institutions to designate restrooms, changing rooms and sleeping quarters as for use by either only females or only males with limited exceptions. The bill provides that an individual may have a private cause of action against a public school, public charter school, public postsecondary education institution, private school, private postsecondary education institution or athletic association or organization under certain circumstances as a result of a knowing violation of these provisions. LD1612 Resolve, Directing the Department of Transportation to Solicit Proposals for the Utilization of Unused State-owned Railroad Lines This resolve requires the Department of Transportation to develop and issue requests for proposals for each unused railroad line owned by the State no later than 180 days after the effective date of this resolve. The department must evaluate proposals based on criteria outlined in the requests for proposals, which may include financial feasibility and potential economic benefits to the State, consistency with environmental and community development objectives and a proposer's qualifications and ability to execute the proposed project. The department must allow proposals to include traditional rail services as well as innovative uses for recreational or commercial activities as long as they do not preclude the preservation of rights-of-way for future freight or passenger rail purposes in accordance with the State Railroad Preservation and Assistance Act. The department must submit a report to the joint standing committee of the Legislature having jurisdiction over transportation matters detailing the results of the request for proposals process within 90 days after the submission deadline. LD1560 An Act to Address Conflicts of Interest with Municipal Contracts This bill amends the law governing conflicts of interest by municipal officers in the awarding of municipal contracts by making voidable a contract made by a municipality during the term of an official of the municipality involved in the negotiation or award of the contract who has a direct or an indirect pecuniary interest in the contract even if the contract was obtained through properly advertised bid procedures. The bill also creates a new exception to the voidability of municipal contracts if the municipality determines that no other option is feasible but to award a municipal contract to an official who is an officer, director, partner, associate, employee or stockholder of a private corporation, business or other economic entity to which the question relates or with which the unit of a municipality contracts. In this case, the municipality must appoint an independent board of 3 residents to address grievances against the business practices of the officer, director, partner, associate, employee or stockholder of a private corporation, business or other economic entity for the life of the contract. The bill also establishes a fee of $250 on the sale of new and used electric vehicles by a dealer. LD1565 An Act to Allow the Use of Certain All-terrain Vehicles on Snowmobile Trails This bill provides that when registering an all-terrain vehicle, a person may purchase an endorsement for $25 that allows them to switch between tires and snow tracks for the registration period to operate on snowmobile trails in the State. The endorsement is in the form of stickers, which must be displayed on the front and back of the ATV next to the registration number. Dead
LD1880 An Act to Require Photographic Identification for Voting This bill requires the presentation of photographic identification for in-person and absentee voting. Acceptable forms of photographic identification include an unexpired Maine driver's license, nondriver identification card, interim identification form issued by the Secretary of State, United States passport or United States passport card, United States military identification card, Maine National Guard identification card and United States Department of Veterans Affairs identification card. The bill directs the Secretary of State to provide free nondriver identification cards for photographic identification. The bill allows voters without photographic identification to complete a challenged ballot and within 4 days after the date of the election appear before the registrar of voters and present photographic identification. The bill also provides an exception for voters with religious objections to being photographed. The bill removes provisions of law that allow voters to make telephone applications for absentee ballots and that allow voters to automatically receive absentee ballots for each election without submitting a separate request for each election. It also provides that a municipality may have only one secured drop box for the return of absentee ballots. It requires that a secured drop box be monitored at all times by a surveillance camera and that the video from this surveillance camera be accessible to a resident of the municipality in which the secured drop box is located. The study group is established to review current laws and rules applying to the legal guardianship of an adult in this State and the laws and rules applying to the ongoing parental rights of a parent of an adult child with one or more disabilities that impair the adult child's ability to meet essential requirements for physical health, safety or self-care. The study group must evaluate what, if any, actions should be taken to improve the clarity of those laws and rules. By December 3, 2025, the study group must submit a report that includes its findings and recommendations, including any suggested legislation, to the Joint Standing Committee on Health and Human Services and the Joint Standing Committee on Judiciary.
