LD1665 | An Act to Provide Property Tax Relief to Maine Families | This bill amends the property tax fairness credit, for tax years beginning in 2025 or later by increasing the benefit base as follows: 1. For individuals filing as a head of household who have one child or dependent or for married individuals filing joint returns who have one child or dependent, the benefit base is increased to $3,250; 2. For individuals filing as a head of household who have more than one child or dependent or for married persons who have more than one child or dependent, the benefit base is increased to $4,000; and 3. For individuals 65 years of age or older, the benefit base is increased to $4,250. This bill also increases the maximum credit for an individual filing as a head of household or filing a joint return and who has a child or dependent to $2,000. This bill also requires the Department of Administrative and Financial Services, Bureau of Revenue Services to convene a working group to study the property tax fairness credit and make recommendations for how to make the credit easier to understand and simplify the process for applying for the credit. It excludes from Maine income tax interest from loans that finance transfers of ownership from a business to an employee stock ownership plan, eligible worker-owned cooperative, consumer cooperative or agricultural producer cooperative and allows financial institutions subject to the franchise tax to subtract from Maine net income an amount equal to the interest received during the taxable year with respect to a qualified business acquisition loan. 3. It requires the Department of Economic and Community Development, Office of Business Development to contract with a nonprofit economic development organization with relevant expertise to develop and manage the Maine Employee Ownership Center to provide information and programs to assist businesses in the transition to employee or cooperative ownership. 4. It specifies performance measures that the Office of Program Evaluation and Government Accountability, the Government Oversight Committee and the joint standing committee of the Legislature having jurisdiction over taxation matters must consider in developing evaluation parameters to perform the review of the deductions provided under this bill as required by the Maine Revised Statutes, Title 3, chapter 37. | Passed |
LD852 | An Act to Reduce the Property Tax Burden by Adequately Funding County Jail Operations | This bill amends the laws governing the operation of county jails as follows. 1. It amends the County Jail Operations Fund to provide that, beginning July 1, 2025 and prior to July 1, 2026, state funding must be appropriated annually for the fund in the amount of $25,445,838 plus any additional amount the Legislature may appropriate. Beginning July 1, 2026, state funding must be appropriated annually for that fund in an amount equal to 20% of the total General Fund appropriation to the Department of Corrections for the costs of all correctional facilities under the department plus any additional amount the Legislature may appropriate. Under current law, state funding is required to be appropriated annually for that fund in the amount of $20,342,104. 2. It provides that, in addition to those state funding requirements for the County Jail Operations Fund, beginning July 1, 2026, state funding must be appropriated annually for the fund in an amount equal to 90% of the costs incurred by county jails and the regional jails in the prior fiscal year in complying with the mandatory standards established by the Commissioner of Corrections. 3. It stipulates that, if a county jail fails to report certain information to the department by the end of a fiscal year as required by law, the department shall distribute the quarterly funding payment for that jail under the County Jail Operations Fund between all other jails that are in compliance with the reporting requirement for that quarter. 4. It provides that, in adopting rules and standards for the county jails, the commissioner incorporate the advisory input of the County Corrections Professional Standards Council. Current law only requires the commissioner to consider that advisory input. 5. It amends the law establishing the council to provide that administrative services costs associated with the activities of the council must be paid by the department. | Passed |

A school administrative unit may develop its own peer support and teacher mentoring program and submit the program to the department for approval. A peer support and teacher mentoring program must include a $5,000 stipend per school year for mentoring teachers for each teacher they mentor, plans to train mentoring teachers and to provide support for and regular engagement with teachers required to be mentored and regular professional development for mentoring teachers to improve their mentoring abilities. Mentoring teachers must be selected from a list provided by or in consultation with a local teacher's association and must have held a teacher certificate in the State for at least 5 years. The Commissioner of Education may waive the requirement for a teacher to be mentored for no more than one year if the school administrative unit has demonstrated that the requirements of the peer support and teacher mentoring program would result in the school administrative unit being unable to operate. School administrative units without a peer support and teacher mentoring program may not hire conditionally certified teachers or teachers holding emergency teacher certificates. The department must develop the pilot programs to serve several purposes, including, but not limited to, the following: providing safe child care for staff and the community, providing child care and child development courses to students and reducing the shortage of early childhood educators and caregivers. Through the study, the department must also evaluate several potential characteristics of a program developed under this provision, including, but not limited to: providing child care services to the children of students and community members as space allows after the children of school staff members have been served; child care facility staffing; hours of operation; fees for participation; potential discounts and acceptance of vouchers; and the development of an early childhood education and child development curriculum for 11th and 12th grade students, including a certificate awarded at graduation after 2 years of study. Beginning in 2026, the department is required over the 6-year duration of the pilot programs to make 3 reports to the joint standing committee of the Legislature having jurisdiction over education matters. The reports must be submitted by the dates specified in the bill and must include the findings of the initial study and the progress of the pilot programs, including any recommendations for legislation. It changes the scope of the duties of the board from determining prescription drug spending targets to focusing on an assessment of strategies to reduce prescription drug costs, reduce the rate of growth in prescription drug spending and reduce cost barriers for consumers. 4. It requires the board to review how states with authority to establish upper payment limits have implemented that authority and their regulation of pharmacy benefits managers, to recommend whether the board should have comparable authority and to assess implementing reference-based pricing for the first 10 prescription drugs for which the Medicare program has negotiated maximum fair prices through the Medicare drug price negotiation program. 5. It requires the board to recommend annual spending targets for prescription drugs for public payors and implementing complementary purchasing strategies; annual spending targets and strategies for the commercial insurance market; transparency requirements and supply chain regulation; strategies to reduce out-of-pocket costs through insurance regulation; and aligning prescription drug payment with acquisition costs. The bill also directs the board to recommend a program to reduce the impact of prescription drug costs on the State's health care system, stem the rate of growth in prescription drug spending and reduce cost barriers for consumers based on data the board has collected. The board is directed to submit in reports to the joint standing committee of the Legislature having jurisdiction over health coverage, insurance and financial services matters a preliminary plan to implement the program by January 30, 2026 and a final plan by October 1, 2027.
