Section 1 of the bill authorizes the joint technology committee to conduct an annual review of all rates that the office of information technology (office) charges when billing users for the office's services. Section 2 requires that budget requests submitted to the joint technology committee include: ! Formal market research for any budget request that is not related to a major information technology project. Section 4 repeals the office's ability to approve procurement contracts related to information technology resources on behalf of state agencies. Section 5 provides that state agencies are not required to obtain approval from the office before commencing work on a major information technology project or planning to make significant changes to the major information technology project or budget, and makes other conforming changes. Section 6 requires certain governmental bodies to issue a request for information prior to awarding a contract related to a major information technology project, and requires that the request for information be submitted to the joint technology committee as part of any budget request related to a major information technology project. Responses to a request for information related to a contract for a major information technology project must be presented to the joint technology committee if requested by the committee, and the committee shall meet in executive session to review the responses. SB011 | Detection Components for Wildfire Mitigation | The bill requires the division of fire prevention and control (division) in the department of public safety (department) to establish public-private agreements with one or more private partners, by which agreements the state may allocate responsibility or risk to one or more private partners to develop and operate wildfire detection components. The bill also creates the front line innovation and response efficiency cash fund (FIRE fund) in the state treasury. The money in the FIRE fund is annually appropriated to the department to be expended by the division for the purposes of the bill. The bill prohibits an office, agency, political subdivision of this state, or organization with the authority to license or discipline members of a profession from imposing a penalty or taking adverse action against an individual who provides or receives counseling, advice, or guidance consistent with conscience or religious belief. The bill allows the parent, guardian, or legal custodian of a minor to withhold consent for treatment, activity, or mental health-care service that is designed and intended to form the parent's child's conceptions of sex and gender or to treat gender dysphoria or gender nonconformity. The bill prohibits a law enforcement officer acting pursuant to an investigation, an employee, an agent of this state, or a political subdivision from encouraging a minor to withhold information from the minor's parent or from withholding information regarding a minor's physical or mental health from the minor's parent. The bill prohibits a person from being discriminated or retaliated against by a person who provides information regarding an act or omission that violates the requirements described in the bill. HB1150 | Forfeiture of Public Employees' Retirement Association Benefits by Sex Offenders | Effective January 1, 2026, the bill requires a member or retiree of the public employees' retirement association (PERA) who has been convicted of a sex crime and exhausted all appellate review for such a conviction to forfeit their PERA benefits and requires a PERA member to forfeit the option to refund their member contributions and matching employer contributions. The bill creates the sexual assault survivors' cash fund (fund) and requires PERA to transfer an amount of money equal to the forfeited benefits to the fund. The bill also creates the sexual assault survivors' grant program in the department of corrections to provide grants to survivors of a sex crime to use for necessary medical and mental health resources. The bill requires a district court to provide for the rights of innocent persons including, but not limited to, providing the member or retiree adequate notice of a forfeiture proceeding and holding a hearing to provide the member or retiree a fair opportunity to defend their entitlement. HB1164 | Constitutional Carry of Handgun | The bill grants a person who is at least 18 years of age and permitted to possess a handgun pursuant to federal and state law the same authority to carry a concealed handgun as a person who holds a permit to carry a concealed handgun (permit). A person who carries a concealed handgun without a permit has the same rights, limitations, and authority to carry as a person who holds a permit. A person may obtain a permit for the purpose of using the permit to carry a concealed handgun in another state that recognizes a Colorado permit. The bill makes the minimum age to obtain a permit 18 years of age. Under existing law, Colorado recognizes permits issued in other states that meet certain criteria, including that the holder of the out-of-state permit is at least 21 years of age. The bill changes the minimum age for recognition of an out-of-state permit to 18 years of age. Under existing law, a permit is valid for 5 years. The bill makes a permit valid for the life of the permit holder. Existing permits, other than temporary emergency permits, are converted to lifetime permits. Because the bill makes permits valid for the life of the holder, the bill repeals provisions relating to the renewal of permits. The bill repeals the temporary emergency permit to carry a concealed handgun. Passage of the elective pharmacology examination of the Naturopathic Physicians Licensing Examinations; or ! Licensure in good standing in another state that has equivalent prescribing authority. A naturopathic doctor who does not provide such proof is limited to the medicines and devices contained within the existing formulary. The bill prohibits a naturopathic doctor from prescribing: ! A medicine or device to an individual under 18 years of age; or ! Antipsychotics or ketamine to an individual of any age unless recommended by the naturopathic medicine advisory committee and approved by the director of the division of professions and occupations in the department (director). The bill requires an individual applying for issuance, renewal, or reinstatement of a registration as a naturopathic doctor on or after September 1, 2025, to pass a pharmacology examination administered by the North American Board of Naturopathic Examiners or a nationally recognized, director-approved successor entity. Upon passage of the exam, the individual is able to obtain, dispense, administer, inject, order, or prescribe any of the medicines or devices included in the new formulary. For the renewal of a naturopathic doctor's registration on or after June 1, 2026, the bill requires a naturopathic doctor to complete 8 hours per year of continuing education in pharmacology.
