Kennedy Jr., has announced plans to establish a federal research database intended to be used to investigate the root causes of autism, and Whereas, this new database will be a compilation of information derived from individuals’ insurance claims; electronic medical records; and wearable devices, such as smart watches, and Whereas, although this new database is no longer characterized as an “autism registry,” as Secretary Kennedy and National Institutes of Health Director, Dr. Jay Bhattacharya, had previously announced, and despite public promises of personal and medical privacy, significant concerns remain regarding the potential use of Vermonters’ sensitive, personally identifiable health care information without their specific and informed consent, and Whereas, the Governor of the State of Illinois has issued Executive Order 2025-02 (the EO) to ensure that Illinois state officials fully comply with all applicable state and federal legal privacy protections in matters affecting the collection and use of information of persons being tested for, or who have been diagnosed with, autism, or in any database that now or may in the future exist that includes personal information related to autism; that the information not be collected, unless dong so is strictly necessary for authorized purposes; and that the information not be disclosed outside state government except if one of the conditions listed in the EO is met, and Whereas, it is imperative that Vermont officials are similarly vigilant in their protection of personal data being collected for any type of analysis or assessment related to autism, now therefore be it | Signed/Enacted/Adopted |

The Division would establish total-cost-of-care spending growth targets and recommend steps that the Green Mountain Care Board and others could take to achieve the targets while improving access to and the quality of care. The Division would also develop a proposal for achieving universal access to H.82 affordable, high-quality primary care and community-based mental health services in Vermont. The bill would direct the Green Mountain Care Board to implement, and to identify any additional regulatory authority it would need to implement, the statewide strategic plan and total-cost-of-care spending growth targets established by the Division of Planning and Evaluation. The bill would also direct the Board, in collaboration with hospitals and other interested stakeholders, to develop a standardized process for financial reporting. The bill would require the Board to create a process for promoting alignment between the statewide strategic plan and hospitals’ strategic plans and budgets. The bill would allow the Board to modify its timelines for hospital budget reviews and hospital and insurer rate-setting in order to increase alignment and efficiency. The bill would also direct the Board to evaluate alternative approaches to regulating hospital budgets, including using reference-based pricing and global hospital budgets, in order to align hospital spending with both the statewide strategic plan and the total-cost-of-care spending growth targets. The bill would add several new positions and additional resources to the Green Mountain Care Board for the Division of Planning and Evaluation, provider rate setting and expanded budget review, and financial compliance and auditing. The bill also proposes alternative funding sources for certain H.82 payments to health care providers, including population health management payments, comprehensive payment reform payments, and payments through the Blueprint for Health and Support and Services at Home (SASH) programs, that have been linked to earlier funding models and will soon expire. | In Committee |
