H0253 An act relating to workforce housing zones This bill proposes to enact housing policy that advances Vermont’s housing and climate goals, while reducing costs and growing the economy, by (1) establishing a revolving fund at the Vermont Housing Finance Agency (VHFA) that incentivizes development of low cost, climate- and labor-friendly modular housing, (2) creating a new Act 250 designation called workforce housing zones, and (3) prioritizing water and wastewater systems within the newly designated workforce housing zones. First, the VHFA shall serve as the fiscal agent for a newly created revolving fund and shall develop a plan to use bulk purchasing of homes produced through off-site construction to achieve lower construction costs for single- family and missing middle housing and develop a long-term plan for using off- site construction to achieve lower multifamily construction costs. The homes shall meet criteria for energy efficiency and affordability as determined by criteria established by the VHFA. Funds may be utilized through grants and H.253 technical assistance to existing businesses to develop or expand off-site construction capacity. Second, there is established a designation of workforce housing zones to include geographic areas within (1) six miles of the centroid of a census tract that has 7,200 or more jobs, (2) five miles of the centroid of a census tract that has between 4,999 to 7,200 jobs, and (3) three and one-half miles of the centroid of a census tract that has between 2,499 and 5,000 jobs. The workforce housing zones shall be reviewed and revised every five years using information from the U.S. Census Bureau and may be adjusted slightly to account for local circumstances within a duly adopted town plan with the concurrence of the applicable regional planning commission. The workforce housing zones shall receive the same benefits that apply to designated neighborhood development areas, except that the thresholds for applying jurisdiction under 10 V.S.A. chapter 151 shall be raised from (1) 10 to 50 units for the construction of a housing project, (2) 10 to 50 lots for the definition of a subdivision, and (3) six to 25 lots for the definition of a subdivision in a municipality that does not have duly adopted permanent zoning and subdivision bylaws. Finally, this bill proposes to prioritize funding for public water and wastewater systems in workforce housing zones from any State funding source purposed for that or similar use. The Agency of Natural Resources shall study H.253 (1) the proximity of existing water and wastewater systems to workforce housing zones that could be expanded or upgraded, (2) the barriers and feasibility to the development of public municipal water and wastewater systems within workforce housing zones, (3) the options for expanding septic capacity in workforce housing zones through innovative and alternative wastewater treatment systems, and (4) the costs and benefits of creating additional capacity within the Department of Environmental Conservation for managing the development of water and wastewater systems of a fee basis for small municipalities and regions with workforce housing zones and the development of a model for accomplishing this objective. H0426 An act relating to transportation initiatives to improve equity and infrastructure, increase resiliency, and reduce emissions This bill proposes to do the following: (1) appropriate funds for the Incentive Program for New Plug-in Electric Vehicles; the MileageSmart Incentive Program, the Replace Your H.426 Ride Program, and the eBike Incentive Program; (2) provide additional State funding for local public transit agencies in fiscal year 2026 to ensure that agencies maintain the existing level of service; (3) impose a fee on retail deliveries that are subject to the sales and use tax; (4) require the Agency of Transportation to implement public outreach campaigns related to public transportation, active transportation, electric vehicles, idling, and safe passing distances; (5) direct the Agency of Transportation to enhance public-private partnerships promoting electric vehicles and eBikes; (6) require the Agency of Transportation to consider reductions in vehicle miles traveled and greenhouse gas emissions reductions when evaluating projects; (7) reduce the local share due from smaller municipalities seeking State funding for projects; (8) direct the Agency of Transportation to provide technical assistance to municipalities in relation to implementation of complete streets; (9) require the updated Vermont State Standards to incorporate complete streets principles and consideration of green infrastructure; (10) establish right-to-charge laws to permit property owners and tenants to install electric vehicle supply equipment (EVSE); (11) require EVSE that is available for public use to accept credit cards for payment; (12) require the Agency of Transportation to examine the possibility of generating revenue from utilities located in State-owned rights of way, to permit parking in State-owned rights of way in downtowns, and to identify locations for collocating EVSE and on-street parking in State-owned H.426 rights of way; (13) amend the traffic-control signals a bicycle operator must follow; (14) provide additional funding and support for projects to improve resiliency of municipal highways; (15) study potential cost savings for education-related transportation; and (16) provide funding for first-time car buyer classes. HR0007 House resolution reaffirming the friendship between the State of Vermont and Taiwan and supporting enhanced Vermont-Taiwan bilateral relations and Taiwan’s participation in international organizations resolution reaffirming the friendship between the State of Vermont and Taiwan and supporting enhanced Vermont-Taiwan bilateral relations and Taiwan’s participation in international organizations Whereas, the United States and the Republic of China (Taiwan) share a vibrant, mutually beneficial bilateral relationship based on our common values of freedom and a free-market economy, and the relationship is as strong as it has ever been, and Whereas, the January 2024 election of Dr. Lai Ching-te as the President of Taiwan demonstrates the vibrancy of Taiwan’s democracy, and Whereas, the United States is Taiwan’s second-largest trading partner and Taiwan is the United States’ seventh-largest trading partner; in 2024, the two- way trade in goods between the United States and Taiwan totaled in excess of $157 billion; and the United States is also the largest supplier of agricultural products to Taiwan, and Whereas, in 2022, the United States and Taiwan launched, and in 2023 signed, the U.S.-Taiwan Initiative on 21st Century Trade, which, in part, “is intended to develop concrete ways to deepen the economic and trade relationship,” and the first agreement under the Initiative became effective in December 2024, and Whereas, Taiwan is the second-largest export destination for Vermont goods, worth approximately $254 million, and Vermont imported an estimated $55.3 million in goods from Taiwan, and Whereas, the Government of Taiwan has expressed a desire to reach an avoidance of double taxation agreement with the United States, which could increase Vermont’s exports to Taiwan, bilateral investment, and jobs in Vermont, and Whereas, Vermont and Taiwan have enjoyed a long history of productive bilateral relations, including entering into a driver’s license reciprocity agreement in 2020, and the Government of Taiwan desires to establish a memorandum of understanding with the State of Vermont to further increase educational exchanges and cooperation, and Whereas, United States policy toward Taiwan is not based on United Nations Resolution 2758 of 1971, but rather the Taiwan Relations Act of 1979, which “provides for the continued membership of the people on Taiwan in any international financial institution or any other international organization,” and Whereas, Taiwan’s participation and contributions in international organizations, such as the International Civil Aviation Organization, the World Health Organization, and the United Nations Framework Convention on Climate Change would greatly benefit both the United States and the international community, now therefore be it Signed/Enacted/Adopted

H0082 An act relating to establishing the Division of Planning and Evaluation and strengthening the regulatory capacity of the Green Mountain Care Board This bill proposes to establish the Division of Planning and Evaluation at the Green Mountain Care Board. The Division would be responsible for preparing a report on the status of Vermont’s health care system that enables the public to understand health care system costs, performance, access, and quality. The Division would also be responsible for preparing a five-year statewide strategic plan for improving population health and for increasing Vermonters’ access to high-quality, affordable health care, including ensuring that Vermonters living in rural communities have appropriate access to primary care and hospital services. The Division would establish total-cost-of-care spending growth targets and recommend steps that the Green Mountain Care Board and others could take to achieve the targets while improving access to and the quality of care. The Division would also develop a proposal for achieving universal access to H.82 affordable, high-quality primary care and community-based mental health services in Vermont. The bill would direct the Green Mountain Care Board to implement, and to identify any additional regulatory authority it would need to implement, the statewide strategic plan and total-cost-of-care spending growth targets established by the Division of Planning and Evaluation. The bill would also direct the Board, in collaboration with hospitals and other interested stakeholders, to develop a standardized process for financial reporting. The bill would require the Board to create a process for promoting alignment between the statewide strategic plan and hospitals’ strategic plans and budgets. The bill would allow the Board to modify its timelines for hospital budget reviews and hospital and insurer rate-setting in order to increase alignment and efficiency. The bill would also direct the Board to evaluate alternative approaches to regulating hospital budgets, including using reference-based pricing and global hospital budgets, in order to align hospital spending with both the statewide strategic plan and the total-cost-of-care spending growth targets. The bill would add several new positions and additional resources to the Green Mountain Care Board for the Division of Planning and Evaluation, provider rate setting and expanded budget review, and financial compliance and auditing. The bill also proposes alternative funding sources for certain H.82 payments to health care providers, including population health management payments, comprehensive payment reform payments, and payments through the Blueprint for Health and Support and Services at Home (SASH) programs, that have been linked to earlier funding models and will soon expire.
