LD1705 An Act Regarding Adult Education Funding and Oversight This bill establishes the Career Advancement and Navigation Program within the Department of Education in collaboration with the Maine Community College System. The program requires the department to employ one college and career success coordinator at each community college campus to provide students with academic support, advisory services and referrals to community services. The bill also requires the Department of Education to annually assess adult education needs in the State relative to funding appropriated by the Legislature and requires the department to annually submit a report to the Legislature detailing its assessment and recommendations. The bill also requires the department to submit to the Legislature a detailed written explanation for any funding for adult education that is not disbursed in accordance with the reimbursement procedures described in the laws governing adult education. The department is also required to adopt guidelines for the use of state funds for adult education programs and to convene a stakeholder group to provide input on statewide goals for adult education, funding priorities and statewide program improvements. The bill requires the Legislature to appropriate from the General Fund an amount equal to 100% of the state obligation for adult education funding in accordance with the Maine Revised Statutes, Title 20-A, section 8606-A, subsection 4. LD1764 An Act to Ensure Equitable Staffing Ratios Across the State for Career and Technical Education Programs in Areas with Smaller Student Populations This bill requires a career and technical education center or region to maintain a certain staffing ratio based on the number of students enrolled at the center or region. The bill allows a center or region to adopt a staffing ratio appropriate to the industry standard applicable to the program offered by the center or region, subject to the approval of the Commissioner of Education. The bill also requires a center or region to submit to the Department of Education an annual calculation of the difference between the funding needed to meet the staffing ratio requirements and the funding the center or region received for the previous fiscal year. The bill requires the department to distribute additional available funds to a center or region by November 30th annually to meet the staffing requirements based on the annual calculation submitted by that center or region, giving preference for funding distribution to a center or region with fewer than 1,000 students. LD1775 An Act to Authorize the Issuance of a Revenue Bond to Upgrade County Jails to Meet the Corrections Needs of Maine's Counties This bill authorizes the Finance Authority of Maine to issue revenue bonds in the amount of $87,000,000 to provide funding to county jails, including those that detain adult residents for up to 72 hours, to upgrade their facilities to accommodate residents who have a substance use disorder and to provide treatment and recovery services for those residents and to provide supplemental funding for jails that may have potential funding shortfalls. The bonds are issued for 10 years and are repaid using equal amounts from revenue from the contract for wholesale spirits operations and the funds received from the opioid settlement funds. LD1597 An Act to Prohibit the Use of Dynamic Pricing for Certain Consumer Goods This bill prohibits an eating establishment or grocery store from setting prices using dynamic pricing, which is the practice of causing a price for a good or a product to fluctuate based upon demand, the weather, consumer data or other similar factors including an artificial intelligence-enabled pricing adjustment. It provides that a violation of this provision is an unfair trade practice under the Maine Unfair Trade Practices Act. The bill also requires the Department of Health and Human Services to determine the likely impact of proposed rule changes to reimbursement and staffing requirements to long-term care facilities on small, rural, isolated and island facilities to reduce impacts on the communities where those facilities are located as well as the impact on safety and quality of services.
