HF965 A bill for an act relating to the adoption tax credit available against the individual income tax, and including effective date and retroactive applicability provisions.(See HF 1026.) This bill relates to the adoption tax credit available against the individual income tax. Currently, the tax credit equals up to $5,000 of qualified adoption expenses per adoption. The bill increases the tax credit to equal up to $20,000 of qualified adoption expenses per adoption. Any credit in excess of the tax liability is refundable. “Qualified adoption expenses” means unreimbursed expenses paid or incurred in connection with the adoption of a child, including medical and hospital expenses of the biological mother which are incident to the child’s birth, welfare agency fees, legal fees, and all other fees and costs which relate to the adoption of a child. “Child” means an individual under 18 years of age. Current law in Code section 422.12A(4) determines the tax year when qualified adoption expenses are allowed. The bill takes effect upon enactment and applies retroactively to tax years beginning on or after January 1, 2024, for adoptions finalized on or after that date. In Committee

HF962 A bill for an act modifying the child and dependent care credit available against the individual income tax, and including retroactive applicability provisions.(See HF 1020.) This bill relates to the Iowa child and dependent care credit available against the individual income tax. The Iowa child and dependent care credit is a refundable credit calculated as a percentage of the federal child and dependent care credit, depending on the Iowa net income of the taxpayer. Currently, there are seven graduated Iowa net income thresholds used to calculate the credit. The bill reduces the number of Iowa net income thresholds from seven thresholds to four thresholds, and removes the maximum Iowa net income threshold amount used by the taxpayer to calculate the Iowa child and dependent care tax credit. By removing the maximum Iowa net income threshold amount for eligibility purposes ($90,000), any taxpayer with Iowa net income equal to or exceeding $25,000 is eligible to use 50 percent of the federal child and dependent care credit as a refundable credit against the Iowa individual income tax, regardless of whether the taxpayer’s federal credit is limited by the taxpayer’s federal tax liability. The bill applies retroactively to tax years beginning on or after January 1, 2025. In Committee

HF920 A bill for an act relating to the double up food bucks program and making an appropriation. This bill relates to the double up food bucks program by making a supplemental appropriation from the general fund of the state to the department of health and human services (HHS) for fiscal year 2025-2026, in addition to any other funding appropriated for such purpose for the same fiscal year, to provide grants to support the double up food bucks program administered by the Iowa healthiest state initiative to make fresh fruits and vegetables sold at farmers markets, grocery stores, and other participating locations accessible to individuals and families who reside in this state and receive assistance through the federal supplemental nutrition assistance program. Beginning January 1, 2026, HHS, in cooperation with the Iowa healthiest state initiative, shall submit an annual report to the general assembly that provides information related to the double up food bucks program including the number of participants, the participating locations, and the annual redemption amount and rate. Moneys appropriated under the bill do not revert at the close of the fiscal year but remain available for the purposes of the double up food bucks program. In Committee
HF436 A bill for an act relating to child restraint systems by excluding purchases from the sales and use tax and by including the value in the loss calculations for specified insurance settlements of automobiles, and including applicability provisions. This bill relates to child restraint systems. DIVISION I —— SALES AND USE TAX EXEMPTION. The bill exempts from the sales and use tax the sales price of a child restraint system. The bill defines “child restraint system”. By operation of Code section 423.6, an item exempt from the imposition of the sales tax is also exempt from the use tax imposed in Code section 423.5. DIVISION II —— INSURANCE SETTLEMENTS. The bill requires a person to include the value of any child restraint systems that are located in an automobile at the time the automobile is subject to a partial or total loss. “Automobile” is defined in the bill as a motor vehicle designed primarily for carrying nine passengers or less, excluding motorcycles and motorized bicycles. The bill defines “child restraint system” as a specially designed seating system, including a belt-positioning seat or a booster seat, that meets federal motor vehicle safety standards set forth in 49 C.F.R. §571.213. The division applies to automobile losses for automobiles that are subject to a partial or total loss occurring on or after July 1, 2025. In Committee
HF463 A bill for an act establishing human trafficking prosecution units.(See HF 831, HF 1011.) This bill establishes a human trafficking prosecution unit. The bill provides that two human trafficking prosecution units are established in the department of justice. The attorney general, in cooperation and coordination with the department of public safety, the office to combat human trafficking, and the department of health and human services, shall develop, staff, and equip two multidisciplinary teams to identify, investigate, and prosecute human trafficking cases and provide care and support for the victims of human trafficking. One human trafficking prosecution unit shall serve the western half of the state, and the other shall serve the eastern half of the state, with interstate 35 serving as the bisecting line. The bill provides that a human trafficking prosecution unit shall include but not be limited to: the attorney general, or the attorney general’s designee; criminal investigators from the department of public safety; state and local law enforcement representatives; victim services representatives; health care representatives; community organization representatives; and survivor advocacy group representatives. A human trafficking prosecution unit may also conduct training and provide technical assistance to increase community awareness. The bill defines “human trafficking” to mean the same as defined in Code section 710A.1. In Committee

HF458 A bill for an act establishing a grant program for a nonprofit organization providing sexual assault forensic examination centers.(See HF 705.) This bill establishes a grant program in the department of justice for a nonprofit organization providing sexual assault forensic examination centers. The bill requires that the attorney general contract with an eligible nonprofit organization to operate and maintain sexual assault forensic examination centers in the state. The contract may be terminated by the attorney general after a hearing upon written notice and for good cause. The bill provides that a nonprofit organization must comply with all of the following to be eligible for a contract under this section: be a nonprofit organization incorporated in the state; employ or otherwise retain services from sexual assault nurse examiners; and maintain, or be in the process of establishing, one or more treatment facilities in the state that are primarily dedicated to providing a diverse range of services to sexual assault survivors, including but not limited to medical forensic services; provide services for sexual assault survivors, including providing sexual assault care and related trainings, as the overall primary purpose of the organization. The bill provides that a contracting nonprofit organization shall: provide services, including medical forensic services, to sexual assault survivors including adults, children, persons with disabilities, rural Iowans, and other underserved populations; provide or facilitate trainings to medical practitioners regarding the provision of medical forensic services; provide or facilitate trainings to law enforcement officers and prosecuting attorneys regarding sexual assault services; provide or facilitate trainings to members of the public regarding sexual assault services and sexual assault prevention; provide a cooperative team approach regarding sexual assault services and establish an approach that emphasizes the best interests of the sexual assault survivor; involve or consult with persons from various professional disciplines who have training and expertise in addressing special types of sexual assault; and submit an annual report to the attorney general describing the services and trainings that have been provided. The bill provides that a contracting nonprofit organization may seek funding or reimbursement from other sources including but not limited to charging for attendance at trainings. The contract shall provide general funding as reimbursement toward the contracting nonprofit organization’s overall operating expenditures. The bill provides that a contracting nonprofit organization is not a state agency for the purposes of Code chapter 8A, subchapter IV, or Code chapter 20 or 669. In Committee
