HF539 A bill for an act relating to the law enforcement academy, including military veterans with active duty military police experience.(See HF 901.) This bill relates to the law enforcement academy, including military veterans with active duty military police experience. The bill provides that a veteran may qualify for lateral transfer to a law enforcement agency in this state without completing the academy training program if the veteran meets the following criteria: has served a minimum of four years of active duty in the United States armed forces; has held a primary military occupational specialty or equivalent designation as a military police officer in the army, or its equivalent in other branches; has successfully completed accredited military police training equivalent to or exceeding the academy’s standards; and has received an honorable discharge or a general discharge under honorable conditions. The bill provides that an eligible veteran is required to submit an application to the council for evaluation that includes all of the following: proof of military service and discharge status; certification of military police training and experience; and documentation of relevant duties performed during active duty. The council shall review the applications and issue a certificate of equivalency to veterans who meet the eligibility criteria. Veterans granted a certificate of equivalency must complete a one-week Iowa-specific law enforcement orientation course administered by the academy, focusing on state laws, procedures, and community policing, and undergo any required background checks and psychological evaluations as required for all new law enforcement hires in the state. The bill directs the council to develop procedures and guidelines for evaluating military police training and equivalency standards, and to publish an annual report including data on the number of veterans transitioning to state law enforcement and the veterans’ performance in law enforcement roles. HF244 A bill for an act relating to the offense of intentional misrepresentation of an animal as a service animal or service-animal-in-training.(See HF 615.) This bill relates to the offense of intentional misrepresentation of an animal as a service animal or service-animal-in-training. Under current law, a person commits the offense of intentional misrepresentation of an animal as a service animal or a service-animal-in-training if the three following elements are established: (1) the person intentionally misrepresents an animal in one’s possession as one’s service animal or service-animal-in-training or a person with a disability’s service animal or service-animal-in-training whom the person is assisting by controlling to obtain any of the rights or privileges set forth in law for such animals, (2) the person was previously given a written or verbal warning regarding the fact that it is illegal to intentionally misrepresent an animal, and (3) the person knows that the animal in question is not a service animal or a service-animal-in-training. The bill strikes the second and third elements. A person who commits the offense of intentional misrepresentation of an animal as a service animal or service-animal-in-training commits a simple misdemeanor. A simple misdemeanor is punishable by confinement for no more than 30 days and a fine of at least $105 but not more than $855. In Committee

HF920 A bill for an act relating to the double up food bucks program and making an appropriation. This bill relates to the double up food bucks program by making a supplemental appropriation from the general fund of the state to the department of health and human services (HHS) for fiscal year 2025-2026, in addition to any other funding appropriated for such purpose for the same fiscal year, to provide grants to support the double up food bucks program administered by the Iowa healthiest state initiative to make fresh fruits and vegetables sold at farmers markets, grocery stores, and other participating locations accessible to individuals and families who reside in this state and receive assistance through the federal supplemental nutrition assistance program. Beginning January 1, 2026, HHS, in cooperation with the Iowa healthiest state initiative, shall submit an annual report to the general assembly that provides information related to the double up food bucks program including the number of participants, the participating locations, and the annual redemption amount and rate. Moneys appropriated under the bill do not revert at the close of the fiscal year but remain available for the purposes of the double up food bucks program. In Committee

The bill establishes the specific responsibilities of the interim study committee, which include determining a location, time, date, and agenda for the Iowa education summit; studying and determining the educational leaders and presenters who could speak during the Iowa education summit and provide information related to best practices in education; developing a list of prospective guest speakers and keynote speakers; and studying any other issues that the interim study committee determines are relevant to the planning and execution of the Iowa education summit. The interim study committee is authorized to solicit the advice or testimony of any organization or individual with information or expertise relevant to the purpose of the interim study committee. The bill establishes the membership of the interim study committee. The bill requires the interim study committee to, on or before December 18, 2025, submit a report to the general assembly and the governor that includes a proposed agenda, time, date, and location of the Iowa education summit, and potential guest speakers and keynote speakers for the Iowa education summit. HF242 A bill for an act relating to procedures to review the exercise of eminent domain, and providing fees.(See HF 763.) This bill allows an applicant before the Iowa utilities commission (commission) under Code chapter 476 or a person whose real property is subject to an eminent domain taking claim arising from an application before the commission to file a petition seeking declaratory review from the Polk county district court. Relief by the court is limited to a declaration of the parties’ rights, status, and other legal matters relating to eminent domain. The bill does not limit the commission’s authority to proceed with an application that was under consideration at the time of such a petition. The bill allows a person whose real property is subject to an eminent domain taking claim arising from an application before the commission to commence a new action in a district court of a county other than Polk county with a different district court judge if more than 18 months have passed since the commencement of a prior action or the facts and circumstances presented in the prior proceeding have changed. In such a proceeding, the bill requires the court to review the issues without giving precedential weight to the findings in the prior action. The bill requires a fee of $10 to commence a declaratory action in the bill that must be paid to the clerk of the district court of the county where the action is commenced. The fees collected are deposited in the general fund of the state. The bill prohibits any bond requirements for an appeal of any order entered in an action arising from the bill, or for any injunction to enforce an order entered pursuant to the bill. In Committee
HF621 A bill for an act relating to firearms on school property, and including effective date provisions. This bill relates to firearms on school property. Under current administrative rules, the driver of a school vehicle transporting pupils shall not permit firearms or other weapons, nor ammunition, to be carried in the passenger compartment. The bill allows a school district or nonpublic school to authorize or direct a person to carry, transport, or possess a firearm, other weapon, or ammunition in a school vehicle. Current law generally prohibits a person from going armed with, carrying, or transporting a firearm of any kind, whether concealed or not, on the grounds of a school. The bill authorizes a person, whether a driver or passenger and including a person authorized or directed pursuant to the bill, while the person is dropping off or picking up from a school a student, staff member, or other person having business at the school, or while the person is making a delivery or pickup at a school, who has in the person’s possession a valid permit to carry weapons to go armed with, carry, or transport a concealed pistol or revolver on school grounds if the concealed pistol or revolver remains in the vehicle and the vehicle remains on the portion of the grounds of the school that comprises its driveways and parking areas. The vehicle shall be locked when unattended. The bill also authorizes a retired peace officer to go armed with, carry, or transport a firearm on the grounds of a school if the retired peace officer retired in good standing, maintains certification, and, during the most recent 12-month period, has met the standards for qualifications in firearm safety training determined by the state agency or political subdivision that the individual formerly served. HF725 A bill for an act establishing a rural emergency response enhancement program, making appropriations, and including effective date provisions. This bill establishes the rural emergency response enhancement program (program). The bill defines “emergency medical technician (EMT) training”, “small rural police department” (police department), and “volunteer fire department” (fire department). The bill requires the department of health and human services (HHS) to administer the program for the purpose of providing grants to police departments and fire departments to enhance emergency response capacity through EMT training. To be considered for a grant under the program, a police department or fire department must demonstrate a need for EMT training in the police department’s or fire department’s service area, and commit to deploying personnel who have completed EMT training to provide emergency medical service in the service area. HHS shall review applications, giving priority to the highest demonstrated need for EMT training, and award grants to eligible applicants to be used for costs associated with EMT training. A police department or fire department awarded a grant must submit an annual report to HHS containing information related to the use of the grant moneys. The bill creates a rural emergency response enhancement fund (fund) in the state treasury under the control of HHS. All moneys in the fund shall be used to award grants under the program. For each fiscal year beginning on or after July 1, 2025, and before July 1, 2029, there is appropriated from the general fund for deposit in the fund, an amount sufficient to cover the grants awarded under the program, not to exceed $250,000 each fiscal year. The bill requires HHS to adopt rules to implement and administer the program. On or before December 31, 2028, HHS shall submit a report to the general assembly containing an evaluation of the program, including recommendations for the continuation, modification, or termination of the program. The bill takes effect upon enactment. The program is repealed July 1, 2029. In Committee
HF536 A bill for an act relating to firearm, hunting, and wildlife instruction provided to students enrolled in grades six through eight in school districts, accredited nonpublic schools, charter schools, and innovation zone schools, and including applicability provisions. This bill relates to firearm, hunting, and wildlife instruction provided to students enrolled in grades six through eight in school districts, accredited nonpublic schools, charter schools, and innovation zone schools. The bill requires the director of the department of natural resources to develop, in consultation with the department of public safety, and distribute to school districts, accredited nonpublic schools, charter schools, and innovation zone schools, an age-appropriate model program for students enrolled in grades six through eight that includes instruction related to firearm safety, handling, and storage; Iowa hunting laws and regulations; wildlife conservation and ethical hunting practices; and emergency preparedness, outdoor survival skills, and first aid. The director of the department of natural resources is also required to issue a certificate of completion of a hunter education course to a student who completes a course that uses the model program. The bill establishes annual reporting requirements and review requirements related to the model program. The bill requires the department of public safety to cooperate with the director of the department of natural resources in the development of the model program. The bill also requires the department of public safety to deem a student’s completion of the model program as a successful completion of approved firearm safety. The bill requires the director of the department of natural resources, in consultation with the department of public safety, to maintain a database of students who have obtained a hunter education certificate, or have been deemed by the department of public safety to have successfully completed approved firearm safety training, as a result of completing the model program. The bill provides that, in grades six through eight, school districts, accredited nonpublic schools, charter schools, and innovation zone schools are required to offer or make available as part of the physical education, health, or science instruction, or as an extracurricular activity, the model program. The practical components of such curricula or extracurricular activity, including hands-on firearm safety demonstrations, must be conducted under controlled conditions with appropriate supervision and safety protocols. The bill provides that a school shall not allow a student to participate in the curricula or extracurricular activity unless the student’s parent or guardian submits to the principal of the student’s school written consent for the student to participate. Additionally, the bill provides that if the school offers or makes available the model program as part of the physical education, health, or science curricula, the school shall not require a student to participate in such curricula if the student’s parent or guardian submits to the principal of the student’s school a written request for the student to be excused from participation. These provisions apply to school years beginning on or after July 1, 2026. The bill provides that a school employee or contractor providing instruction related to the model program must have successfully completed a hunter education course and been issued a certificate of completion and must have successfully completed approved firearm safety training. This provision applies to school years beginning on or after July 1, 2026. The bill requires schools to provide information to the department of natural resources related to the number of students who complete the curricula or extracurricular activity. This provision applies to school years beginning on or after July 1, 2026. The bill may include a state mandate as defined in Code section 25B.3. The bill requires that the state cost of any state mandate included in the bill be paid by a school district from state school foundation aid received by the school district under Code section 257.16. The specification is deemed to constitute state compliance with any state mandate funding-related requirements of Code section 25B.2. The inclusion of this specification is intended to reinstate the requirement of political subdivisions to comply with any state mandates included in the bill. In Committee
HF535 A bill for an act requiring the legislative council to enter into an agreement with a qualified person to conduct a review of Iowa's public education system, and including effective date provisions. This bill requires the legislative council to enter into an agreement with a qualified person to conduct a review of Iowa’s public education system. The bill defines “qualified person” to mean an independent, nonpartisan individual, research organization, or educational think tank, that is not affiliated with, or represented by, any political party, special interest group, or Iowa school district. The bill requires the legislative council to enter into an agreement with a qualified person to conduct a comprehensive review of Iowa’s prekindergarten through grade 12 public education system. The bill establishes what the comprehensive review is required to include. The bill requires the qualified person to provide periodic updates to the legislative council while conducting the comprehensive review. After conducting the comprehensive review, the qualified person is required to prepare a report containing findings and recommendations and file the report with the general assembly on or before January 1, 2026. After the qualified person files the report with the general assembly, the bill requires the majority leader of the senate and the speaker of the house of representatives to arrange for the qualified person to present the final report in a joint session of the general assembly. Additionally, the chairperson of the senate committee on education and the chairperson of the house committee on education are required to arrange for public forums to discuss the report, gather feedback on proposed changes to Iowa’s public education system, and determine appropriate steps for implementation of the recommendations in the report. HF716 A bill for an act relating to health care coverage of certain nonstate public employees and officials under the state health insurance plan, and including effective date provisions. This bill allows employees and elected officials of a nonstate public employer who actively contribute to the Iowa public employees’ retirement system to apply for coverage and enroll in a state health or medical group insurance plan provided to state employees by the department of administrative services (DAS). Premium payments for coverage received through a state plan must be the same as for state employees, including any premiums paid by state employees. Each employer who participates in a state health or medical group insurance plan must pay monthly premium amounts for coverage to DAS, plus administrative fees calculated on a per-month basis per employee or elected official. An employer may require each covered employee or elected official to contribute a portion of the cost of such coverage under the state plan, subject to any collective bargaining obligations. The payments are to be deposited in the Iowa health care coverage partnership program trust fund, created in the bill, and expended for coverage being provided to the covered employees or elected officials. If monthly premium payments are not made, DAS may charge interest on the unpaid balance. If a nonstate public employer fails to make premium payments, DAS may direct the treasurer of state to withhold grants, allocations, or appropriations payable to the nonstate public employer, until the premium payments are made. For purposes of the program, a “nonstate public employer” is a political subdivision of the state, including but not limited to counties, cities, community colleges, and school districts. The bill requires DAS to submit an annual report to the governor and the general assembly on the health care coverage provided to nonstate public employees. The bill takes effect July 1, 2026. This bill provides for authorized electronic monitoring in nursing facilities. The bill provides that a nursing facility resident or a resident representative may conduct electronic monitoring of the resident’s room through the use of electronic monitoring devices placed in the resident’s room pursuant to the bill. The bill specifies the consents that must be obtained for a resident to conduct electronic monitoring in the resident’s room, including from any roommate; the process to be followed if a roommate refuses to consent; the provision of notice to the nursing facility; the notification and consent form requirements; the responsibility for the cost and installation relating to the electronic monitoring; penalties for obstruction of electronic monitoring devices; the dissemination of recordings created through electronic monitoring; the admissibility of evidence created through electronic monitoring; liability and penalties for violations of the bill; resident protections; and reporting requirements. The bill also directs the department of inspections, appeals, and licensing to prescribe the notification and consent form described in the bill and to make the form available on the department’s internet site. This bill relates to insurance requirements for the granting of a hazardous liquid pipeline permit. The bill requires an applicant for a hazardous liquid pipeline permit to submit evidence to the Iowa utilities commission of a surety or insurance policy that ensures payment of all damages that may result from the construction or operation of the hazardous liquid pipeline before a permit may be granted by the commission. The surety or insurance policy must be sufficient to cover losses and injury resulting from construction of the hazardous liquid pipeline and from any discharge of content from the pipeline. The surety or insurance policy must also be sufficient to cover any person’s increased insurance costs, or the person’s inability to obtain insurance, due to the construction or presence of the pipeline. The bill requires the pipeline company to either purchase insurance on behalf of or reimburse any person who experiences increased insurance premiums or the inability to obtain insurance due to the construction or presence of the pipeline. HF580 A bill for an act relating to selective harvesting of timber on public lands, providing penalties, making appropriations, and including effective date provisions. This bill relates to selective harvesting of timber on public lands. The stated purpose of the bill is to authorize the selective harvesting of mature timber and other trees in public land by private logging companies to generate revenue for the maintenance and improvement of state parks, while ensuring environmental sustainability and public benefit. The bill allows a private logging company to submit a proposal to the department of natural resources (DNR) to engage in selective harvesting on public lands and provides requirements for the proposal. The bill directs DNR to approve or deny the proposal by considering the proposal’s adherence to state regulations, environmental protection standards, and park-specific management goals. The bill prohibits DNR from approving the proposal unless DNR determines the selective harvesting will benefit the forest health from the removal of specific mature trees, will remove risks to public safety, or is necessary to preserve the native ecosystem. If DNR approves the proposal, the bill directs DNR to issue a permit to the private logging company for a reasonable fee based on the amount of selective harvesting permitted. Additionally, the permit must include any specific conditions related to the harvest. Before approval of the proposal, the bill requires a public comment period of at least 30 days. The bill directs any moneys generated from harvesting in a state park to be deposited into the state park logging account created in the bill to be used for enumerated purposes at the specific park from which the moneys were generated. The bill directs all moneys generated under the bill from harvesting on public land other than a state park to be deposited into the natural resources account created under Code section 461.32 and to be used for the purposes of that Code section, which include the establishment, restoration, or enhancement of state parks, state preserves, state forests, wildlife areas, wildlife habitats, native prairies, and wetlands, wildlife diversity, recreational purposes, technical assistance and financial incentives to private landowners to promote the management of forests, fisheries, wetlands, and wildlife, and the improvement of water trails, rivers, and streams. The bill requires harvesting activities to use best practices to protect soil, water quality, and wildlife habitats and directs DNR, for every tree harvested, to ensure the natural regeneration of a native tree species or plant new native trees within the public land. The bill requires DNR to implement a long-term sustainable forest management plan to maintain healthy ecosystems and prevent overharvesting, and to submit an annual report to the general assembly that provides details on harvesting activities, revenue, and environmental impacts resulting from the bill. The bill requires DNR to make all harvesting plans, financial reports, and environmental assessments publicly available on DNR’s internet site. The bill provides enforcement mechanisms for any violations of the bill. The bill makes conforming changes to Code section 461.32 to implement revenue allocations in the bill. HF429 A bill for an act relating to circumstances necessary prior to deployment of state military units in active combat or hazardous service related to conflict in a foreign state. This bill prohibits the army national guard, the air national guard, and the civil air patrol from being released from this state into active combat or into hazardous service relating to an armed conflict in a foreign state unless the United States has officially declared war for the express purpose of repelling an invasion, suppressing an insurrection, or executing the laws of the United States. The bill does not limit the authority of the governor to consent to the deployment of troops for defense support of civil authorities. HF279 A bill for an act relating to powers and duties applicable to state of disaster emergencies and public health disasters. This bill relates to duties and powers relative to emergency situations including a state of disaster emergency and a public health disaster. The bill amends provisions relating to the proclamation of a state of disaster emergency by the governor under Code chapter 29C (emergency management and security). Current law provides that a state of disaster emergency shall continue for 30 days unless terminated or extended by the governor and that the general assembly, by concurrent resolution when in session or through the legislative council by majority vote if not in session, may rescind the proclamation. Under the bill, a state of disaster emergency shall continue for 60 days unless rescinded, extended, or amended by the general assembly, not the governor, and any initial extension of the proclamation by the general assembly shall not exceed 60 days, and any subsequent extension shall not exceed 60-day increments. The bill also provides that if the general assembly is not in session, the legislative council may, by majority vote, rescind, extend, or amend this proclamation only once and the extension shall not exceed 60 days. As described in the bill, a measure dictated in a state of disaster emergency proclamation shall have certain restrictions relating to constitutional rights, religious rights, patient rights, surveillance, health-related profession licensing and prescribing authority, and disease contraction monitoring. The bill amends the duties of the department of health and human services (HHS or the department) relative to a public health disaster under Code chapter 135 (department of health and human services —— public health). The bill provides that the reasonable measures taken by HHS to prevent the transmission of infectious disease and to ensure that all cases of communicable disease are properly identified, controlled, and treated shall not include requiring identification and monitoring of a person at risk of contracting a contagious or infectious disease through contact with a contagious person or requiring a person to comply with such identification and monitoring efforts. The department may recommend, but not order, physical examinations, testing, and the collection of specimens necessary for the diagnosis and treatment of individuals. An affected individual has the ultimate authority to determine whether to submit to the department’s recommendations, and shall not be subject to undue pressure or compulsion to submit. The department may isolate infected individuals who refuse a physical examination or testing and who pose a danger to the public health. The length of isolation shall not exceed the longest usual incubation period for the specific communicable disease. The department may recommend a vaccine approved by the United States food and drug administration as safe and effective, but not vaccinate or order that individuals be vaccinated against an infectious disease or to prevent the spread of communicable or potentially communicable disease. Prior to administration of a vaccine, an adult or the parent or legal representative of a minor receiving the vaccine shall be provided with the federal vaccine information statement and verbally informed of the known and potential benefits and risks of the vaccine. Vaccination shall not be recommended if it is reasonably likely to lead to serious harm. An affected individual has the ultimate authority to determine whether to submit to the recommended vaccination, and shall not be subject to undue pressure or compulsion to submit. The department may isolate infected individuals. The department may recommend, but not treat or order, individuals infected with disease receive treatment or prophylaxis. Treatment or prophylaxis shall not be recommended if the treatment or prophylaxis is reasonably likely to lead to serious harm. The infected individual has the ultimate authority to determine whether to submit to the recommendation, and shall not be subject to undue pressure or compulsion to submit. The department may isolate individuals infected with disease who are unable or unwilling to undergo treatment or prophylaxis. The department may isolate infected individuals or groups of individuals in accordance with Code chapter 139A (communicable and infectious diseases and poisonings) and the subchapter of Code chapter 135 relating to disaster preparedness. The bill requires the department to provide a link on the department’s internet site for qualified individuals to submit evidence-based information regarding a public health emergency or public health disaster and for members of the public to share their experiences. The department shall adopt rules to administer this provision, including the criteria a qualified individual must meet to participate. The bill provides that the type and length of isolation or quarantine imposed for a specific communicable disease shall be in accordance with rules adopted by the department, and that the length of the isolation or quarantine shall not exceed the longest usual incubation period for the specific communicable disease. Under current law, immunization is not required for enrollment in an elementary or secondary school or licensed child care center if a person, or, if the person is a minor, the minor’s parent or guardian, submits an affidavit stating that the immunization conflicts with the tenets and practices of a recognized religious denomination of which the person or the minor’s parent or guardian is an adherent or member. Under the bill, the submitted affidavit shall be accepted if it states the immunization conflicts with the sincerely held religious beliefs of the person or, if the person is a minor, the beliefs of the minor’s parent or guardian.
