SF464 A bill for an act relating to salaries and allowances of state elected officials, and including effective date and applicability provisions.(See SF 544.) This bill relates to salaries and allowances of state elected officials. DIVISION I —— LEGISLATIVE SALARIES. The bill increases the salaries for members of the general assembly by $20,000 per year and increases the monthly allowance for legislative district constituency postage, travel, telephone costs, and other expenses by $150. The bill increases the salary for the speaker of the house, presiding officer of the senate, and majority and minority leaders of each chamber by $30,000, and increases the salary for the president pro tempore of the senate and speaker pro tempore of the house by $22,000. The bill also applies a cost-of-living adjustment equal to the annual cost-of-living pay adjustment received by executive branch noncontract state employees during the preceding fiscal year, or three percent, whichever is less, to salaries for members and officers of the general assembly each year beginning in 2028. Pursuant to the Constitution of the State of Iowa, the provisions increasing the base salaries for members of the general assembly apply upon the convening of the 92nd General Assembly in January 2027. DIVISION II —— SALARIES OF STATEWIDE ELECTED EXECUTIVE OFFICIALS. The bill codifies and increases the salaries of the governor, lieutenant governor, secretary of state, auditor of state, treasurer of state, secretary of agriculture, and attorney general. The bill increases the salary of the governor by $100,000. The bill increases the salaries of the lieutenant governor, secretary of state, auditor of state, treasurer of state, and secretary of agriculture by $76,788. The bill increases the salary of the attorney general by $86,331. Beginning July 1, 2026, the bill also applies a cost-of-living adjustment equal to the legislative cost-of-living adjustment to salaries for the statewide elected executive officials. This division takes effect upon the commencement of the first pay period for executive branch state employees following the enactment of the bill. In Committee
SF135 A bill for an act relating to the display of a validation sticker on a vehicle registration plate.(See SF 257.) Under current law, the department of transportation is authorized to issue validation stickers in lieu of new registration plates each registration year. The validation sticker indicates a vehicle is properly registered for the registration year described on the sticker when it is displayed on the vehicle’s registration plate. A person is authorized to apply to renew the registration of a vehicle one month prior to the expiration of the current registration year, and must apply for renewal no later than the last day of the month following the month of registration to avoid a penalty. Pursuant to Code section 321.39, a person is not considered to be driving a motor vehicle with an expired registration for a period of one month following the expiration date of the vehicle registration, which is indicated on a validation sticker. Code section 321.34(1) requires, as part of a transfer, the owner of a vehicle to immediately affix registration plates retained by the owner to another vehicle owned or acquired by the owner, provided the owner complies with provisions regulating the process required for new title and registration upon transfer of ownership of a vehicle. This bill clarifies that a validation sticker issued for the upcoming registration year to a vehicle owner prior to the expiration of the applicable current registration year does not invalidate the registration, and is not required to be displayed on the registered vehicle’s plate until the owner would be considered to be driving a motor vehicle with an expired registration under Code section 321.39.
