H597 | Adopt Osprey as State Raptor | AN ACT TO ADOPT THE OSPREY AS THE OFFICIAL RAPTOR OF THE STATE OF NORTH CAROLINA. Whereas, ospreys are raptors that are plentiful in North Carolina, inhabiting estuaries, lakes, rivers, and marshes throughout the Coastal Plain, but can often be seen nesting as well near lakes and rivers in other parts of the State; and Whereas, ospreys are majestic birds that stand 21 to 26 inches tall, weigh up to four pounds, and have wingspans that measure up to about six feet; and Whereas, ospreys have plumage that is generally dark on the back and wings, while the under plumage is mostly white; and Whereas, ospreys have distinctive white coloring on the top of their heads and a dark stripe that runs through each eye to the nape; and Whereas, ospreys can be recognized during flight by the crooked or M-shape of their wings; and Whereas, ospreys are diurnal birds of prey that hunt during daylight hours when they use their keen eyesight to focus on locating fish just below the surface of the water; and Whereas, ospreys are unique among North American raptors, feeding almost exclusively on live fish with a diet that includes about 80 different species of saltwater and freshwater fish; and Whereas, ospreys are the only raptors that plunge into water feet first and can dive 30 miles per hour or greater to grasp fish with their specially equipped talons; and Whereas, ospreys have earned the reputation as "Fishermen of the Seas"; and Whereas, ospreys are one of the most easily observed birds of prey, because they use brush, driftwood, sticks, twigs, and other debris to build large, bulky nests in dead trees along waterways or in man-made structures over open water, such as channel markers; and Whereas, ospreys typically reach sexual maturity in their third year and are monogamous, with pairs returning to the same nest year after year, usually in early March for breeding season; and Whereas, the female usually lays two to five eggs, for which the incubation period is 34 to 40 days, and, after the chicks hatch, they remain in the nest for 48 to 59 days to fledge, becoming independent of their parents four to eight weeks later but prior to the start of fall migration; and Whereas, although female ospreys are somewhat larger than males, each partner has an average life expectancy that exceeds 10 years; and Whereas, because of their sensitivity to contaminants in the environment and the ease with which they can be observed and monitored, ospreys can serve as an excellent indicator of the health of the environment; and Whereas, the U.S. osprey population has been increasing steadily since 1960 when it was at an all-time low, which was attributed to the peak of the use of harmful pesticides, which were leeching into U.S. waterways; and Whereas, the resiliency of the osprey reflects the spirit of the "Tar Heel nature" of the people of the State of North Carolina; and Whereas, North Carolina does not have an official State raptor; Now, therefore, | Crossed Over |

Whereas, the history of the Gullah Geechee culture is an important part of the story and formation of the United States; and Whereas, the Gullah Geechee peoples of coastal Africa were forcibly brought centuries ago to the coastal areas and the sea islands of southeastern North Carolina, South Carolina, Georgia, and Florida because of their experience in rice cultivation, and the rice plantations that formerly lined the western side of the Cape Fear River in Brunswick County thus became the focal point of Gullah Geechee culture in this State; and Whereas, many reminders of the Gullah Geechee culture remain on the west side of the Cape Fear River in Brunswick County, including Reaves Chapel, Moore's Chapel, former rice plantations, and pine tar pits used to repair wooden ships; and Whereas, numerous local governments and regional organizations, including Brunswick County, the Towns of Navassa, Leland, and Belville, the Wilmington Area Metropolitan Planning Organization, and the Cape Fear Council of Governments have partnered with many local and regional nonprofit entities to delineate and sponsor sites important to Gullah Geechee culture along or near the west bank of the Cape Fear River; and Whereas, this partnership has led to the creation of the Gullah Geechee Greenway/Blueway Heritage Trail, which will include 9 segments utilizing existing rights-of-way stretching 21 miles from northern Brunswick County to the Brunswick Nature Park; and Whereas, the extensive planning envisions a multiuse trail for bicycle and pedestrian use, as well as points of historical interest, such as the restored Reaves Chapel; and Whereas, the Gullah Geechee Greenway/Blueway Heritage Trail can become a part of the Gullah Geechee Cultural Heritage Corridor, a National Heritage Area established by the U.S. Congress, to recognize the unique culture of the Gullah Geechee people; and Whereas, benefits of the Gullah Geechee Greenway/Blueway Heritage Trail include tourism, economic development, transportation mobility, and the connection of communities, which are important to this traditionally economically disadvantaged area; Now, therefore, | Crossed Over |

Bush awarded the Tuskegee Airmen the Congressional Gold, the highest medal awarded by the United States Congress; and Whereas, it is fitting that the State of North Carolina designate the fourth Thursday of March, of each year, to honor and perpetuate the legacy of the men and women who participated in the Tuskegee Experience from January 1941 through July 1949; Now, therefore, | Crossed Over |
H570 | Responsible Firefighting Foam Management Act | AN ACT TO FORBID USE OF FIREFIGHTING FOAMS CONTAINING PFAS CHEMICALS FOR FIREFIGHTING TRAINING OR TESTING PURPOSES. Whereas, communities around the State are facing threats to their drinking water sources and the health of their citizens due to per- and poly-fluoroalkyl substances (PFAS); and Whereas, one of the major sources of this contamination is certain firefighting foams, and in particular the firefighting foams used to fight petroleum fires, called aqueous film forming foam (AFFF); and Whereas, PFAS contamination is strongly linked to cancer, thyroid problems, reproductive system damage, and impairment to children's growth and development; and Whereas, cancer is now the leading cause of line-of-duty deaths for firefighters; and Whereas, less toxic alternatives to AFFF containing PFAS have been developed that are environmentally friendly, such as synthetic fluorine free foam; and Whereas, while AFFF may continue to be used because it is a more effective fire suppressant in combating petroleum type fires, firefighters will have reduced exposure to PFAS contamination if less toxic alternatives are used for training, practice, or testing; Now, therefore, | Crossed Over |
