S227 | Eliminating "DEI" in Public Education | AN ACT TO DEMONSTRATE THE GENERAL ASSEMBLY'S INTENT THAT STUDENTS, TEACHERS, ADMINISTRATORS, AND OTHER SCHOOL EMPLOYEES RECOGNIZE THE EQUALITY AND RIGHTS OF ALL PERSONS AND TO PROHIBIT PUBLIC SCHOOL UNITS FROM PROMOTING CERTAIN CONCEPTS THAT ARE CONTRARY TO THAT INTENT. Whereas, President Trump issued an executive order on January 29, 2025, to protect American students and ensure that K-12 recipients of federal funds comply with all applicable laws prohibiting discrimination and protecting parental rights; and Whereas, in the last fiscal year, North Carolina received $3.1 billion in federal funding for K-12 education, demonstrating the importance of ensuring that public schools remain in compliance with federal regulations to protect education funding; and Whereas, the General Assembly is committed to ensuring all North Carolina public school students receive a meaningful education based on academic excellence, critical thinking, and the free exchange of ideas; and Whereas, it is the State's role to protect the practice of education for public school students and teachers; and Whereas, so-called "DEI" programs promote a worldview that demands people, especially young students, to judge others based on their race, sex, or other factors and attack true diversity of thought, stifle opportunity, and stoke division; Now, therefore, | Vetoed |
S153 | North Carolina Border Protection Act | AN ACT TO PROTECT THE BORDERS OF THE STATE BY (I) REQUIRING COOPERATION WITH FEDERAL IMMIGRATION OFFICIALS, (II) ENSURING STATE FUNDS ARE BEING USED FOR THE BENEFIT OF PERSONS IN THE STATE LEGALLY, (III) CREATING ADDITIONAL INCENTIVES FOR LOCAL GOVERNMENTS TO COMPLY WITH STATE LAWS RELATED TO IMMIGRATION, AND (IV) PROHIBITING UNC CONSTITUENT INSTITUTIONS FROM BECOMING SANCTUARY UNIVERSITIES. Whereas, with their votes electing Donald J. Trump to be the 47th President of our great nation, the American people and the people of North Carolina clearly communicated their strong desire to create a safer country through increased border security and stronger immigration policies; and Whereas, while the federal government is ultimately responsible for the enforcement of our nation's immigration laws, states and local governments have a critical role to play in upholding the rule of law, fighting illegal immigration, and protecting the safety of our citizens; and Whereas, President Trump issued executive orders on January 20, 2025, to protect the American people against invasion, to secure our borders, and to declare a national emergency at the southern border of the United States, thereby continuing his promises to protect our southern border and ensure immigration laws are followed and enforced; and Whereas, it is the policy of the United States to take all appropriate action to secure the borders of our Nation, including through cooperating fully with State and local law enforcement officials in enacting federal-State partnerships to enforce federal immigration priorities; and Whereas, President Trump has, to ensure State and local law enforcement agencies across the United States can assist with the protection of the American people, (i) instructed the Secretary of Homeland Security, to the maximum extent permitted by law, and with the consent of State or local officials as appropriate, to take appropriate action, through agreements under section 287(g) of the INA (8 U.S.C. § 1357(g)) or otherwise, and (ii) authorized State and local law enforcement officials, as the Secretary of Homeland Security determines are qualified and appropriate, to perform the functions of immigration officers in relation to the investigation, apprehension, or detention of aliens in the United States under the direction and the supervision of the Secretary of Homeland Security; and Whereas, President Trump has expressly stated the goal of upholding the rule of law, defending against the waste of hard-earned taxpayer resources, and protecting benefits for American citizens in need, including individuals with disabilities and veterans; and Whereas, Section 5 of Article III of the North Carolina Constitution charges the Governor with taking care that the laws are faithfully executed; and Whereas, to date, Governor Stein has not directed the agencies, law enforcement officers, or other agents of the State to take actions (i) to support or participate in these initiatives to accomplish these goals of securing taxpayer dollars for American and State citizens or (ii) to prevent actions by agencies or political subdivisions of the State that may frustrate these purposes; Now, therefore, | Vetoed |
S558 | Eliminating "DEI" in Public Higher Ed | AN ACT TO DEMONSTRATE THE GENERAL ASSEMBLY'S INTENT THAT STUDENTS, PROFESSORS, ADMINISTRATORS, AND OTHER EMPLOYEES OF PUBLIC INSTITUTIONS OF HIGHER EDUCATION RECOGNIZE THE EQUALITY AND RIGHTS OF ALL PERSONS AND TO PROHIBIT PUBLIC INSTITUTIONS OF HIGHER EDUCATION FROM PROMOTING CERTAIN CONCEPTS THAT ARE CONTRARY TO THAT INTENT. Whereas, President Trump issued an executive order on January 21, 2025, to ensure that higher education recipients of federal funds comply with all applicable laws prohibiting illegal discrimination and comply with the decision of the United States Supreme Court in Students for Fair Admissions v. Harvard, 600 U.S. 181 (2023); and Whereas, in the last fiscal year, North Carolina received $2.4 billion in federal funding for public higher education, demonstrating the importance of ensuring that public institutions of higher education remain in compliance with federal regulations to protect education funding; and Whereas, the General Assembly is committed to ensuring all North Carolina students enrolled in public institutions of higher education receive a meaningful education based on academic excellence, critical thinking, and the free exchange of ideas; and Whereas, it is the State's role to protect the practice of higher education for students and professors; and Whereas, so-called "DEI" programs promote a worldview that demands people, especially young students, judge others based on their race, sex, or other factors and attack true diversity of thought, stifle opportunity, and stoke division; Now, therefore, | Vetoed |

S316 | Lower Healthcare Costs | AN ACT LOWERING HEALTHCARE COSTS AND INCREASING PRICE TRANSPARENCY. Whereas, rising healthcare costs place a significant financial burden on individuals, families, employers, and taxpayers, greatly contribute to inflation, and make it increasingly difficult for residents to access essential healthcare services; and Whereas, North Carolina has intolerably high healthcare costs, with recent studies ranking the State 50th out of 50 in the United States; and Whereas, skyrocketing healthcare costs have resulted in over 40 percent of Americans reporting some type of healthcare debt, according to one study; and Whereas, many patients face unexpected medical bills due to a lack of disclosure about out-of-network providers and a general lack of transparency in healthcare pricing, resulting in financial strain and hardship; and Whereas, employers are burdened with the increasing costs of providing health insurance for employees, leading to higher premiums, deductibles, and out-of-pocket expenses; and Whereas, patients and employers are often unable to compare the costs of medical services due to a lack of clear and accessible pricing information, hindering their ability to make informed decisions; and Whereas, the absence of price transparency in the healthcare system leads to market inefficiencies, less awareness of price difference, less competition, and higher prices, with consumers often unable to identify the most cost-effective providers; and Whereas, transparency in healthcare pricing allows consumers to shop for affordable healthcare services and encourages competition among healthcare providers to offer more competitive pricing; and Whereas, providing consumers with clear, understandable, and accessible information about the costs of healthcare services will foster a more competitive and patient-centered healthcare market; and Whereas, requiring healthcare providers and insurers to disclose their prices in advance, including all providers and services a patient may need, both in-network and out-of-network, will enable consumers to make more informed choices about their care, leading to better healthcare outcomes at lower costs; and Whereas, price transparency will incentivize hospitals and healthcare providers to improve the quality of care while reducing prices, to the benefit of patients and employers; and Whereas, clear pricing and competition among healthcare providers will encourage innovation in healthcare delivery and improve overall efficiency within the system; and Whereas, empowering patients and employers with pricing information will help create a healthcare system that prioritizes affordability, access, and choice; and Whereas, President Trump recently signed an Executive Order to make healthcare prices transparent, "empower[ing] patients with clear, accurate, and actionable healthcare pricing information," also "ensur[ing] hospitals and insurers disclose actual prices, not estimates, and take action to make prices comparable across hospitals and insurers, including prescription drug prices; Now, therefore, | Crossed Over |
S537 | APRN Definitions | AN ACT TO DEFINE THE PRACTICE OF NURSING FOR ADVANCED PRACTICE REGISTERED NURSES: NURSE PRACTITIONERS (NP), CERTIFIED NURSE MIDWIVES (CNM), CERTIFIED REGISTERED NURSE ANESTHETISTS (CRNA), AND CLINICAL NURSE SPECIALISTS (CNS). Whereas, North Carolina is expected to be the seventh largest state in the nation by 2035 and demand for health care will continue to increase; and Whereas, North Carolina has provided over 628,000 North Carolinians access to insurance through Medicaid expansion but lacks the health care providers to ensure their access to care; and Whereas, APRNs are registered nurses with master's or doctorate degrees and advanced education and training; and Whereas, North Carolina has over 20,000 advanced practice registered nurses (APRNs) who have been educated and licensed to practice to their full scope; and Whereas, more than three decades of research demonstrates that APRNs improve access to safe, high-quality, cost-effective, patient-centered health care; and Whereas, the Institute of Medicine (IOM) has called for states to allow APRNs to practice to the full extent of their licensure and education since the 2010 release of the IOM Report on the Future of Nursing; and Whereas, health care costs in North Carolina are among the highest in the nation; and Whereas, a recent report by a Ph.D. health care economist at Duke University estimates savings of at least $700 million annually for North Carolina patients, employers, and taxpayers by removing unnecessary and antiquated government regulations; and Whereas, 36 other states have rolled back these costly and burdensome government regulations on advanced practice registered nurses over the past 31 years with no evidence of negative effects on patient safety, and indeed positive impact on patient care, according to numerous studies; and Whereas, no state has enacted these reforms and later reversed course to reinstate these government regulations; and Whereas, the APRN role has existed for over a half century but remains undefined in North Carolina statute; and Whereas, North Carolina's courts and executive branch have called on the legislature, the body of the people, to remove the ambiguity surrounding APRN practice by clearly defining it in statute; Now, therefore, | In Committee |
