this bill is counter to the WEA Legislative Platform regarding Safe and Just Schools. This bill is essentially Florida's "Don't Say Gay" bill. Health experts note that when a person's identity becomes politicized or the point of debate it can be dehumanizing, increases stigma, increases stress and be damaging for impressionable, vulnerable young people. This can lead to withdraw from normal activities and exacerbate suicide and depression for a student population already at high risk.

The bill allows children of active military members to transfer to any public school within a district upon a complaint of discrimination and laying out reasons for denial of transfer

This bill targets transgendered students and hinders their participation in athletics. This non-inclusive bill has implications for student health and safety as it continues to stigmatize a student population that is already at high risk for exclusion, suicide and depression given current stigma and dehumanization. This bill is counter to our safe and just schools work.

Based on the legislation, the estimated financial impact to WEBT employers would prove to equate to an estimated $104.00 per employee per month in premium.

This bill would shift the authorizer of charter schools to a newly established charter school board. This bill will open up the opportunity for charter schools across the state of Wyoming, increase the cost of education and further strain public schools in terms of fiduciary and personnel resources.

This voucher bill attempts to circumvent to Wyoming Constitution prohibition on public dollars provided to private and parochial schools by redirecting Federal Mineral Royalty monies from public schools to the private and parochial schools. This has significant issues for education funding, teacher attraction and retention. The bill is one of the most predatory bills directed at undermining K12 public education.

This bill again attempts to circumvent a standards setting process that has worked well for the students of Wyoming. The bill attempts to set arbitrary a vague curriculum standards that would leave history and civics educators wary of what they would be allowed to teach.

This bill violates WEA's MACR Platform: The WEA subscribes to the American Library Association resolution which “declares as a matter of firm principle that no challenged library material should be removed from any library under any legal or extralegal pressure, save after an independent determination by a judicial officer in a court of competent jurisdiction and only after an adversary hearing, in accordance with well-established principles of law.”

WEA firmly believes in utilizing the state standards setting process within WDE and SBE to determine standards, including social study standards. Potential issues arise regarding teaching to a test that may detract from other valuable lessons that are needed to meet state standards.
