This bill creates the West Virginia Intrastate Commerce Improvement Act, which aims to ensure that businesses, organizations, and employers doing business in West Virginia are subject to uniform nondiscrimination laws and obligations, regardless of the counties, municipalities, or other political subdivisions in which they operate. The bill prohibits any county, municipality, or other political subdivision from adopting or enforcing local laws, ordinances, resolutions, rules, or policies that create protected classifications or prohibit discrimination on a basis not contained in state law. Any such local measures adopted before the bill's effective date would be null and void. The bill includes a severability clause to preserve the validity of the remaining provisions if any portion is declared invalid.
