This bill restricts diversity, equity, and inclusion (DEI) activities at Oklahoma higher education institutions by prohibiting the use of state funds, property, or resources for certain DEI-related practices. Specifically, institutions cannot create positions or programs that provide preferential treatment based on race, color, ethnicity, or national origin; mandate participation in training or activities that show such preferences; require employees or students to swear loyalty oaths or agree with specific ideological viewpoints; require diversity statements for employment; or mandate pronoun disclosure. The bill requires institutions to review and potentially restructure DEI positions and programs by identifying unnecessary functions. Institutions can still apply for grants, comply with accreditation requirements, and support student success through programs for first-generation students, low-income students, and underserved populations. The bill does not restrict academic freedom, scholarly research, student organizations, or guest speakers. By July 1, 2026, and annually thereafter, institutions must submit a compliance certificate to state leadership. The law will become effective on July 1, 2025, and is deemed an emergency measure, meaning it can take effect immediately upon passage and approval.
