This bill, known as the "Modernized Voter Registration Act of New York," aims to make it easier for New Yorkers to register to vote by implementing several new provisions. It establishes an "automated voter registration" system where eligible individuals who consent will be automatically registered to vote or have their registration updated when they interact with certain government agencies, such as the Department of Motor Vehicles (DMV) when applying for a driver's license or identification card, or when applying for services from other designated state agencies, public housing authorities, or SUNY/CUNY institutions. The bill also allows for "same-day registration" on Election Day and during early voting periods at polling places, and introduces "internet registration" allowing individuals to apply to register to vote online, receive assistance, and submit their applications electronically, including an electronic signature. Furthermore, registered voters will be able to update their registration information, like their address, online. The bill also makes some adjustments to the voter registration application form, including allowing individuals to register at 16 years old if they will be 18 by the end of the year, and clarifies that certain optional information on the form is not required for automated registration.
