This bill expands the income limit for the MinnesotaCare program from 200% to 275% of the federal poverty guidelines. It also modifies MinnesotaCare premiums and cost-sharing to reduce the actuarial value of the benefit to 94% for those with incomes up to 200% of the federal poverty guidelines, 87% for those with incomes from 200-250% of the federal poverty guidelines, and 73% for those with incomes from 250-275% of the federal poverty guidelines. Additionally, the bill requires the human services commissioner to seek federal waivers to implement these changes and receive the full amount of advanced premium tax credits and cost-sharing reductions for all MinnesotaCare enrollees.
