This bill, the Health Insurance Marketplace Improvement Act of 2018, amends existing laws in the District of Columbia to: 1) Establish requirements for multiple employer welfare arrangements (MEWAs), including that they must be licensed as insurers or other regulated entities if they are not fully insured, and impose limitations on short-term, limited-duration health insurance policies. 2) Apply the small group and individual market requirements of the Patient Protection and Affordable Care Act and related federal laws as they were in effect on December 15, 2017 to certain MEWA plans. 3) Incorporate by reference the relevant federal health laws and regulations as they existed on December 15, 2017, including provisions related to the small group and individual markets, and apply them to all insurers, health plans, and MEWAs operating in the District. The bill aims to improve access and affordability of health insurance in the District while maintaining key consumer protections from the Affordable Care Act.
