This bill establishes a merit time allowance credit program and an administrative privileges credit program for eligible inmates in local correctional facilities in New York. The bill defines an "eligible inmate" as one serving a sentence of one year or less, or detained pending trial, who is not convicted of certain serious offenses. Eligible inmates can earn credits that reduce their sentence by 24 hours for every 4, 9, or 15 days of successful participation in educational, vocational, work, or rehabilitative programs, depending on the severity of their highest conviction. The bill also allows non-eligible inmates to earn administrative privileges credits, which can be used to obtain certain privileges at the sheriff's discretion. The credits earned under this program will be applied as additional jail time credit when the inmate is sentenced to a state correctional facility.
