This bill amends the Public Health Law to require that, subject to an appropriation, payment rates for services provided by rural hospitals designated as critical access hospitals in New York shall be equal to 101% of the reasonable costs of providing such services. This applies to diagnostic and treatment center services, emergency services, inpatient and outpatient hospital services, ambulatory surgical services, and referred ambulatory services. The bill also provides that if a facility lacks adequate cost experience, the rates shall be based on budgeted costs subsequently adjusted to 101% of reasonable actual costs. The implementation of this bill is subject to the appropriation of specific funds for this purpose.
