This bill amends the Education Law to require that all special education students attending schools scheduled to be closed or undergo a significant change be assigned to new schools prior to the implementation of the closing or change. Specifically, the bill mandates that no proposed school closing or significant change in school utilization can take effect until all special education students from the affected school have been assigned to new schools within New York City, and the Chancellor has verified that each new school can accommodate those students as well as an additional increase of at least 10% of the total school population.
