This bill amends the Agriculture and Markets Law to expand the definition of "aggravated cruelty to animals" to include recklessly engaging in conduct that creates a grave risk of serious physical injury or death to an animal, and thereby causing serious physical injury or death. The bill also maintains the existing provision that makes it a crime to intentionally kill or cause serious physical injury to a companion animal with aggravated cruelty. The bill aims to increase penalties for individuals who intend to cause injury to animals.
