This bill amends the New York Agriculture and Markets Law to expand the definition of "aggravated cruelty to animals" to include not only intentionally killing or seriously injuring a companion animal with aggravated cruelty, but also recklessly engaging in conduct that creates a grave risk of serious physical injury or death to an animal, thereby causing serious injury or death. The bill increases the penalties for such acts, which are intended to cause extreme physical pain or carried out in a depraved or sadistic manner.
