This bill expands eligibility for Medicaid in Texas under the federal Patient Protection and Affordable Care Act (ACA). It requires the Texas Health and Human Services Commission to provide Medicaid assistance to all persons who apply and for whom federal matching funds are available under the ACA. The bill also requires the Commission to adopt rules regarding the provision of this expanded Medicaid coverage and to annually report on its effects, including the impact on the number of uninsured individuals, state and local healthcare costs, and charity/uncompensated care. The bill would take effect on January 1, 2020, but only if a proposed state constitutional amendment requiring Medicaid expansion is approved by Texas voters.
