This bill defines "short-term, limited-duration insurance" (STLDI) as individual health insurance coverage with a contract duration of less than 12 months, up to a maximum of 36 months. STLDI policies are exempt from certain requirements, such as the continuation provisions of the Health Insurance Portability and Accountability Act (HIPAA) and medical loss ratio calculations. The bill allows STLDI policies to have limited benefits and excludes them from the definition of group accident and health insurance. Applicants for STLDI policies must be provided a written notice about the included and excluded benefits, and the insurer must retain a signed copy of the notice. This bill becomes effective on November 1, 2019.
