This bill requires the Office of Insurance Regulation to conduct a study evaluating Florida's current essential health benefits (EHB) benchmark plan under the federal Patient Protection and Affordable Care Act (PPACA) and to consider options for changing the benchmark plan for future plan years. The study must consider EHB benchmark plans and benefits used by other states, compare costs, and solicit and evaluate proposed individual and group health plans from insurers. The office must submit a report with recommendations for changing the current EHB benchmark plan to provide comprehensive care at a lower cost. Additionally, the bill allows insurers and health maintenance organizations to create new health insurance policies or contracts that include at least one service or coverage from each of the 10 essential health benefit categories required under PPACA, which may be selected from any state's requirements, and submit them for consideration as part of the study or as equivalent to the current or future EHB benchmark plan.
