This bill prohibits municipalities in Texas from considering the value or cost of constructing or improving a residential dwelling when determining the amount of building permit and inspection fees. It also prohibits municipalities from requiring the disclosure of this information as a condition of obtaining a building permit, except as required for participation in the National Flood Insurance Program. The bill applies to building permit and inspection fees assessed on or after the effective date of the Act, which will either be immediately if it receives a two-thirds vote in each legislative chamber or on September 1, 2019 if it does not.
