This bill amends the Insurance Code of Texas to allow certain retirees who voluntarily terminated their enrollment in the Texas Public School Employees Group Insurance Program between January 1, 2018, and January 1, 2020, and are eligible for Medicare, to reenroll in the program by December 31, 2023. The Teacher Retirement System of Texas is required to adopt rules to implement this provision by November 1, 2019, and the new rules must apply regardless of whether the retiree's initial enrollment termination occurred before, on, or after the effective date of the rules or the Act. The Act takes effect immediately if it receives a two-thirds vote of all members elected to the Texas Legislature, or on September 1, 2019, if it does not receive the necessary votes for immediate effect.
