This bill amends the Texas Public Information Act to: 1. Exempt "protected health information" as defined by state law from public disclosure. 2. Define "temporary custodian" as a government employee or former employee who creates or receives public information that has not been provided to the government's public information officer. 3. Require temporary custodians to either forward or transfer the public information to the government or preserve it on a private device. 4. Allow government bodies to obtain public information from temporary custodians and make reasonable efforts to do so. 5. Establish that government employees and officers do not have personal rights to public information created in their official capacity. 6. Specify how written requests for public information must be submitted and allow governments to designate mailing and email addresses for such requests. 7. Require the Texas Attorney General to create a public information request form that allows requestors to exclude confidential or exempted information. The changes in this bill apply only to requests for public information received on or after the effective date of September 1, 2019.
