This bill requires the Minnesota Commissioner of Education, in consultation with the Commissioner of Health and other experts, to identify one or more model comprehensive sexual health education programs for elementary and secondary school students. The model program must include medically accurate and age-appropriate instruction on topics such as human anatomy, consent, healthy relationships, and the relationship between substance use and sexual behavior. Starting in the 2021-2022 school year, school districts and charter schools must implement a comprehensive sexual health education program that includes the topics in the model program. School districts that do not adopt the model program must submit their program for approval by the Commissioner of Education. The bill also requires the Commissioner of Education to submit a report to the legislature on the implementation of the sexual health education program.
