This bill establishes a model comprehensive sexual health education program for elementary and secondary school students in Minnesota. The commissioner of education, in consultation with the commissioner of health and other experts, must identify one or more model programs and provide them to school districts and charter schools by June 1, 2021. The model program must include medically accurate instruction on topics such as human anatomy, consent, healthy relationships, and the relationship between substance use and sexual behavior. Starting in the 2021-2022 school year, school districts and charter schools must implement a comprehensive sexual health education program that includes the topics covered in the model program. The bill also requires the commissioner of education to submit a report to the legislature on the implementation of the sexual health education program, including which model programs were adopted and which school districts and charter schools requested approval for their own programs.
