This bill amends the Texas Insurance Code to provide a one-time opportunity for certain retirees who voluntarily terminated their enrollment in the Texas Public School Employees Group Insurance Program between January 1, 2018, and January 1, 2020, to reenroll in the program by December 31, 2023, despite being eligible for Medicare. The bill requires the Teacher Retirement System of Texas to adopt rules to implement this provision by November 1, 2019, and specifies that the rules must apply regardless of when the retiree's initial enrollment was terminated. The bill takes effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise on September 1, 2019.
