This bill establishes a Prevailing Wage Commission to determine the effectiveness, practicality, and usefulness of the Massachusetts Prevailing Wage Law. The Commission will consider whether the current law results in wage rates that accurately reflect the actual market wage rates in specific categories and geographic areas, and whether other methodologies may yield more accurate prevailing market rates. The bill also requires the Department of Labor Standards to provide information on its website detailing the current prevailing wage rates, the methodology used to determine them, and any actions taken to modify the rates within the last 12 months. Additionally, the Department must conduct at least one public hearing per year on issues relating to the prevailing wage law, with notice provided to municipalities, political subdivisions, and organizations representing employers and labor unions in the Commonwealth.
