This bill establishes a task force to make recommendations on establishing statewide certification and updating training standards for sexual assault counselors. The task force will be composed of representatives from various state agencies and organizations, including the Department of Public Health, the Governor's Council on Sexual Assault and Domestic Violence, Massachusetts Independent Rape Crisis Centers, the Victim Rights Law Center, Jane Doe, Inc., and the Massachusetts Office of Victim Assistance, as well as a sexual assault survivor. The task force will make recommendations on updating the statutory definitions of "rape crisis center" and "sexual assault counselor," the curriculum and training requirements for both employees and volunteers, the feasibility of implementing certification levels and fees, the feasibility of establishing and maintaining licensure for rape crisis centers, and the feasibility of providing continuing education and college credits for training programs. The task force is required to submit a report with its findings and any proposed legislation to the state legislature by December 31, 2019.
