This bill aims to protect vulnerable tenants from eviction. It allows cities and towns to provide residential tenant protections, where the local board of health or code enforcement agency can issue a "tenant protection order" to tenants with low incomes who have a minor child, a severe disability, are elderly, or are caretakers of a household member meeting those criteria. If a tenant receives such an order, the court must prohibit the landlord from obtaining possession of the premises for up to one year, unless exceptional circumstances exist, and order the tenant to pay the last agreed-upon rent. This protection is temporary, as Section 4 repeals the new Section 1B of Chapter 239 on January 1, 2030.
