This bill authorizes the Commissioner of Capital Asset Management and Maintenance, in consultation with the Department of Conservation and Recreation, to convey two parcels of land in the city of Lowell to the city for general municipal purposes. The bill requires independent appraisals of the fair market value and value in use of the parcels, with the Inspector General reviewing and approving the appraisals. The consideration for the conveyance can be the full fair market value or value in proposed use, or the transfer of land, interest in land, or funding to the Department of Conservation and Recreation equal to or greater than the appraised value. The city of Lowell must assume all costs associated with the conveyance, and the conveyed land must be used solely for the purposes described in the bill and revert to the Commonwealth if the land ceases to be used for those purposes.
