This bill authorizes the commissioner of capital asset management and maintenance, in consultation with the department of conservation and recreation, to convey two parcels of land in the city of Lowell to the city for general municipal purposes. The parcels were previously acquired for conservation and recreation purposes. The bill requires independent appraisals of the fair market value and value in use of the parcels, and specifies that the consideration for the conveyance shall be the greater of the full and fair market value or the value in proposed use, or the transfer of land, interest in land, or funding to the department of conservation and recreation equal to or greater than the appraised value. The city of Lowell must assume all costs associated with the conveyance, and the conveyed land must be used solely for the purposes described in the bill and must revert to the commonwealth if it ceases to be used for those purposes.
