This bill aims to support the equitable utilization of third-party consultants in land use determinations by municipalities and regional governments. It amends Section 53G of Chapter 44 of the Massachusetts General Laws to require that cities and towns establish and update a list of approved outside consultants with minimum qualifications in fields where local permitting boards or commissions expect to require such consultants. The bill further stipulates that applicants have the right to select consultants from the certified list and request proposals prior to making a selection, and that applicants or petitioners shall not be charged with the travel costs of outside consultants. Additionally, where a proposed project requires review and approval from multiple local boards, commissions, or officials, they are required to coordinate the use of outside consultants to avoid unnecessary duplication.
