This bill amends Chapter 64G of the General Laws to modify the regulations around short-term rentals. The key provisions are: 1) The bill increases the number of days an operator can transfer a short-term rental without being subject to excises or fees from 14 to 80 days per calendar year, provided the operator registers with the Commissioner and files a declaration of their intention to transfer the rental for no more than 80 days. 2) If the operator transfers the short-term rental for 81 days or more in a calendar year, or fails to register and file the required declaration, they will be liable for the payment of excises and fees on the first 80 days as well as all subsequent days. 3) The bill also reduces the maximum rate of the local option room occupancy excise that can be imposed on short-term rentals from 6% to 3% of the total rent for each occupancy.
