This bill amends the Not-for-Profit Corporation Law to make certain not-for-profit corporations subject to the Freedom of Information Law (FOIL) and Open Meetings Law. The bill applies to not-for-profit corporations with 25 or more full-time equivalent employees, that receive $1 million or more in government funding or 75% or more of their gross revenue from government funding, and are licensed by the Office of People with Developmental Disabilities, Office of Mental Health, or Department of Health as an approved provider of services. The bill exempts patient records from FOIL disclosure and allows the New York State Police to withhold secure documents for security purposes.
