This bill amends the Not-for-Profit Corporation Law to make certain not-for-profit corporations subject to the Freedom of Information Law and the Open Meetings Law. Specifically, the bill applies these transparency laws to not-for-profit corporations that have 25 or more full-time equivalent employees, receive $1 million or more in government funding or 75% or more of their gross revenues from government funding, and are licensed by specific state agencies as approved service providers. The bill excludes patient records protected under the Health Insurance Portability and Accountability Act (HIPAA) and records deemed secure by the New York State Police from these disclosure requirements.
