This bill: Authorizes counties and municipalities to adopt inclusionary housing ordinances that require developers to provide a specified number or percentage of affordable housing units or contribute to a housing fund, in exchange for the local government providing incentives to fully offset the developer's costs, such as density bonuses, fee reductions, or other incentives. It also sets timelines for counties and municipalities to review and approve development permit and development order applications, limits the number of times they can request additional information, and requires written findings for denials. Additionally, it requires comprehensive plans adopted after January 1, 2019 and related land development regulations to incorporate and vest existing development orders without limitation or modification. The bill also amends the Florida Impact Fee Act to establish minimum requirements for impact fees and the credits that must be provided.
