This bill, the Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act (COMMUTE Act), directs the Department of Transportation to carry out an accessibility data pilot program. The purpose of the program is to develop or make available an accessibility data set for states, metropolitan planning organizations, and rural planning organizations to improve their transportation planning. The data set would measure the level of access to important destinations such as jobs, healthcare facilities, child care services, educational and workforce training facilities, affordable housing, and food sources. The bill requires the Secretary of Transportation to select eligible entities to participate in the competitive pilot program, including 5 states, 10 metropolitan planning organizations (5 with populations under 200,000 and 5 with populations of 200,000 or more), and 5 rural planning organizations. The Secretary will develop or acquire the accessibility data set and provide it to the participating entities, making the data sets available to local governments and researchers as well.
