This bill prohibits insurers from refusing to issue or renew, canceling, or charging higher premiums for homeowners' insurance policies based solely on the breed of dog owned by the policyholder. The only exception is if the dog has been designated as a "dangerous dog" under the Agriculture and Markets Law, in which case the insurer can still refuse coverage or charge higher premiums based on sound underwriting and actuarial principles. The bill applies to all homeowners' insurance policies issued, renewed, modified, altered, or amended on or after the effective date, which is 90 days after the bill becomes law.
