This bill, the Cellphone Jamming Reform Act of 2019, allows state and federal correctional facilities to operate jamming systems that interfere with cellphone signals within inmate housing facilities. The bill restricts the Federal Communications Commission (FCC) from preventing correctional facilities from using these jamming systems, which are designed to disrupt, prevent, or jam wireless communications sent to or from contraband devices or by/to individuals held in the facility. The bill requires correctional facilities to consult with local law enforcement and other public safety officials before implementing the jamming system, and state facilities must fund the entire cost of the system.
