This bill, the Cellphone Jamming Reform Act of 2019, allows state or federal correctional facilities to operate jamming systems that interfere with cellphone signals within inmate housing facilities. Specifically, it prohibits the Federal Communications Commission (FCC) from preventing correctional facilities from using these jamming systems to prevent, jam, or interfere with wireless communications sent to or from contraband devices or by/to individuals held in the facility. The bill requires that the operation of the jamming system be limited to the housing facilities, that state facilities fund the entire cost of the system, and that facilities consult with local law enforcement and notify the Bureau of Prisons before implementing the system.
