To direct the Secretary of Defense to develop workforce development investment incentives and to consider a qualified training program of an offeror as part of the past performance rating of such offeror, and for other purposes. This bill requires the Department of Defense (DOD) to develop investment incentives for a contractor that implements a qualified training program to develop its workforce in a manner consistent with DOD needs. The system used to record contractor past performance shall include an analysis of the availability, quality, and effectiveness of a training program as part of a contractor's past performance rating.
